How the grievance can be considered disposed if it has not been processed by the concerned public authority and the public authority which processed the matter they told to accountable public functionaries that matter is not concerned with them, Whether such advice can be considered as disposal of the grievance? Whether it is not reflecting the Anarchy in the government machinery and incompetency of the concerned public functionaries. Thanks
