What is value of information, made avalable after three years quite obvious from procrastination of CIC?

Subject-Sir file admitted date of FILE NUMBER: CIC/POSTS/A/2018/617852 is 24-04-2018 and listed for hearing on 18/06/2018 and disposed of on the same day but file admitted dates of FILE NUMBER: CIC/CCITL/A/2017/603842 and   FILE NUMBER:  CIC/DGITL/A/2017/603958 are respectively 26/09/2017 and 01/08/2017 still to be listed for hearing. Whether it is the logistic approach of the central information commission? Apparently, there is full of flaws in the working style of the central information commission if not then concerned responsible functionaries may explain how such working style of the central information commission is justified?

1-It is submitted before the Hon’ble Sir that  51A. Fundamental duties It shall be the duty of every citizen of India (a) to abide by the Constitution and respect its ideals and institutions, the National Flag and the National Anthem;(h) to develop the scientific temper, humanism and the spirit of inquiry and reform;
(i) to safeguard public property and to abjure violence;

2-It is to be submitted before the Hon’ble Sir that following case admitted on 24/04/2018 and listed for hearing on 18/06/2018 and disposed of on the same date by passing the order but those appeals admitted one year earlier still to be listed as awaiting listing. Whether there are transparency and accountability in the listing of cases in the central information commission?

5-It is to be submitted before the Hon’ble Sir that if we observe the backlog of the cases, it seems that Madabhushanam Sridhar Acharyulu remained obedient and vigilant to its allocated duties. He preferred to reduce the increasing backlog appeals and complaints in his office. What is the value of information if it would be made available after two years? Since the information commissions even chief information commissioner of India mostly overlook the delay made by the central information commission so at least they should make efforts to provide sought information withing a certain fixed time otherwise information becomes useless.

Undoubtedly Central Information Commission is the transparency Ombudsman of this largest democracy in the world but the most relevant question about it is that when there is no transparency and accountability in the working of the transparency ombudsman, then how this office will ensure transparency and accountability in the working of the public authorities? Everyone knows that corruption is our main foe and those drawing huge amount from public exchequer as salary are not satisfied with that and indulged in the unethical practice to promote backdoor income. It is true fact that truth is before us but we are putting a screen on it on the flimsy ground to conceal its wrongdoings?  

 Those appeals which were filed in 2017 and admitted within one week were not listed for hearing up till now. On one side of the screen, our accountable public functionaries are talking of social justice for the weaker and downtrodden section but on the other side of the screen when the matter concerned with the serious allegations of corruption comes before them then they close their both eyes and ears. Whether the behaviour of our public functionaries is not like the inscrutable face sphinx. What our public functionaries speak in public and their working style both lack harmony and contrary to each other. What is the credibility of our institutions if not following the rule of law and if few public spirited people are criticizing then instead of taking a positive approach target the public-spirited people.

This is a humble request of your applicant to you Hon’ble Sir that how can it be justified to withhold public services arbitrarily and promote anarchy, lawlessness and chaos in an arbitrary manner by making the mockery of law of land? There is need of the hour to take harsh steps against the wrongdoer in order to win the confidence of citizenry and strengthen the democratic values for healthy and prosperous democracy. Since the corruption is rampant in the government machinery and this corruption is prevailed from top to bottom so there is setting at the level of commission because of which no appeals are listed for hearing otherwise it may cause adverse impact on the backdoor income of corrupt public functionaries.

Undoubtedly it is burning question that if the central information commission cannot maintain transparency and accountability in its own function then how can it be instrumental to maintain the transparency and accountability e in the function of other public authorities? If the Babudom who already promoted the corruption in the government machinery then how can it be instrumental to curb corruption from the system by promoting transparency and accountability in the working of other public authorities in this largest democracy in the world. First of all government of India must stop bureaucrats to be appointed as the Information Commissioner in the central information commission otherwise there will be never transparency and accountability in the public offices.
