Subject-Whether under Right to Information Act 2005, whatever information is made available by public authority department of Railways remains illegible?

Most revered Sir –Your applicant invites the kind attention of Hon’ble Sir with due respect to following submissions as follows. 
1-It is submitted before the Hon’ble Sir that the following information was sought from CPIO department of Railways.
Description of Information Sought
CPIO may provide access to the following information.
1-Please provide action taken report on the following grievance Registration Number: MORLY/E/2017/10450, Name Of Complainant: Yogi M P Singh, Date of Receipt: 09 Jun 2017, Received by Ministry of Railways, (Railway Board).
2-Please make available minutes of proceedings in regard to frequent losses occurring at Railway platform, Mirzapur district. 
3-If Railway Board has a concrete action plan to curb such frequent losses, then CPIO may elaborate it. 
4-If any action was taken against guilty staffs of the department of railways and then CPIO may be directed to provide details.
5-When concerned were informed regarding fertilizer loss of more than ten million rupees, CPIO may be directed to provide details of precautionary measures taken to curb such tragic incidences.

2-It is submitted before the Hon’ble Sir that appeal was filed on 27/09/2017 but it was disposed of 27/04/2018 i.e. after seven months which is a mockery of provisions of Right to Information Act 2005. Moreover reply is illegible. Hon’ble Sir may be pleased to take a glance at the attached documents with the representation.

Undoubtedly state government has given new turn to the matter of sheer negligence which enormous damages to the public exchequer and overlooked by the concerned staffs accountable. Loss of millions of rupees because of carelessness of government functionaries can't be tolerated as they drawing huge salary for it so it is their obligation to curb such tragic incidences.

We have seen the honesty of the staffs of the central government and now it is turn of the staffs of the government of Uttar Pradesh who are more expert in order to conceal wrongdoings.

Here most important thing is that if fault was proved, then why government did not take any action against wrongdoers? Fertilizer of millions of rupees was destroyed because of the negligence of the concerned public functionaries but it was unfortunate that no action was taken against wrongdoers.

Everyone knows that matter is concerned with the deep rooted corruption but it is unfortunate our accountable public functionaries are not taking any interest in taking action against the wrongdoers but itself showing more interest in putting carpet on this burning matter of serious allegations of corruption which is proved through the documents. Whether our public functionaries are really honest then why they are overlooking this matter in which mis management is quite obvious and resulted in the huge loss to the public exchequer?
