Undoubtedly citizenry plays the role of kingmaker and history is the witness of the fact that it never tolerated a corrupt incumbent but every political master betrayed it?

Whether our public functionaries by not taking cognizance of growing corruption in the system is not promoting corruption in the system. Since more than ten years building of the Government  Hospital is being made but still incomplete due to lack of fund.
Government hospital district-Mirzapur having facility of 155 beds but it was considered that since Mirzapur district is also having  divisional offices like office of commissioner and D.I.G.  So need of hour is to enhance the capability of this hospital and in financial year 2003-04 estimate was made of  3 crore rupees for 145 bed hospital building in order to enhance  capacity of  Government hospital Mirzapur up to 300 beds. Immediately Government of Uttar Pradesh released 50 percent of the sanctioned amount.
With due respect, your applicant wants to draw the kind attention of the Hon’ble Sir to the following submissions as follows.
1-It is submitted before the Hon’ble Sir that as usual rest of amount was delayed by the government of Uttar Pradesh so its staffs postponed the construction work for time being.
2-It is submitted before the Hon’ble Sir that in 2006 its construction cost was estimated 5 crore rupees.
3-It is submitted before the Hon’ble Sir that in the year 2010 then chief minister of state Mayawati inspected the district hospital and enquired about the pending rest of construction, then concerned revealed the new estimate to complete the construction, Rs. 12 crore rupees. Lady chief minister provided the amount as requested by staff and ordered them to handover the building within two years.
4-It is submitted before the Hon’ble Sir that construction site was inspected by principal secretary Mr Navtej Singh who made the allegation of using substandard material and ordered an enquiry and then action against the concerned wrongdoers. Now it is the year 2016-17 and only 58 percent construction could be completed in more than 16 crore rupees. Now for completion of public work, C.M.O. Dr Ashok Chaurasiya is demanding more one crore rupees from the government.
5-It is submitted before the Hon’ble Sir that whether there is not open loot of public fund and accountable public functionaries are mute spectators of it. Here this question arises that which political master played the role to put the order of enquiry into the dustbin.
