To direct either police station Vndhyachal or Jigana to assist the enquiry in order to avoid criminal conspiracy by wrongdoers against whistle blowers which was ensured to be carried out on 27/12/2014 by Deputy Commissioner MGNREGA,Mirzapur .
With due respect your applicant wants to draw the kind attention of the Hon’ble Sir to the following submissions as follows.
1-It is submitted before the Hon’ble Sir that as your applicant have already apprised you Hon’ble Sir that Deputy commissioner MGNREGA had fixed date 12/11/2014 for enquiry but without prior/after information to villagers the cause of non executing enquiry on the aforesaid date said officer again fixed date 27/12/2014 to carry out enquiry in village panchayat+P.O.- Nibee Gaharwar ,Block-Chhanbey ,police station-Vindhyachal ,Dist-Mirzapur, State-Uttar Pradesh. Hon’ble Sir be pleased to take a glance of the attachment with this e-mail.
2-It is submitted before the Hon’ble Sir that the influence of Gram Pradhan can be easily understood that he has occupied the post of gram pradhan since 10 years when the cyclic order reservation is enforced in the country but Nibee Gaharvar gram panchayat remained general since 10 years by colluding with the corrupt staff of district administration.
3-It is submitted before the Hon’ble Sir that Jigana police station is merely 7 K.M. Away from Nibee Gaharwar gram panchayat if the staff of Vidhyachal Kotwali is feeling hesitation in assisting the enquiry because of intimate relation with the Gram Pradhan as usual ,then Jigna police may be directed to be instrumental in the smooth operation of enquiry. As we have several instances when the innocent R.T.I. Activists were murdered as consequent of conspiracy of corrupt public servants one of them is as follows.
Uttar Pradesh Human Rights Commission took the cognizance of Human Rights violation and sent the notice to Superintendent of Police , Shravasti with the order to comply .

An RTI activist, Zakir Siddique, was shot dead in Uttar Pradesh’s Shravasti district. The victim’s wife Kamanrunnisha has lodged an FIR alleging that the husband and supporters of panchyat chief of Lalbojhi village were behind the murder. It has been claimed that the panchayat chief’s husband Jagdev Verma and his supporters intercepted Zakir near his home and fired him after an argument. He was rushed to the nearby community health centre at Ikauna where the doctors declared him brought dead. The police have taken four people into custody in connection with the murder while the prime accused was absconding. It was informed by the wife of the deceased that he sought details of development works being undertaken in the village by the panchayat using the power bestowed under the RTI Act. Zakir would visit the district development officer and other officials and complain about the lack of development works or misappropriation of funds by the panchayat office bearers and demand action against them. He also threatened to approach the state information commission when the district officials displayed reluctance to provide the information. Jagdev Verma and his supporters had allegedly threatened Zakir of serious consequences and were pressurising him to withdraw his RTI application. Many RTI activists have been killed in the past for filing an application under the RTI Act which would reveal the misdeeds of those in power.
This is humble request of your applicant to you Hon’ble Sir that please direct S.P. Mirzapur to ensure protection of villagers and to be helpful in peaceful execution of enquiry through his subordinates. For this your applicant shall ever pray you Hon’ble Sir.
