Grievance Description : Corruption can be curbed by taking action against corrupt elements not by demonetization of currencies as such move only cause the death of innocent people because of long queue before the windows of banks.Hon’ble Sir state bank of India charges Rs.25 plus service tax per transaction for amount ranges from Rs.1 to Rs.5000 if the mode of payment is demand draft and if through courier ,then it charges Rs.50 plus service tax per transaction.Hon’ble Sir please take a glance of attached documents with this representation in payment receipt concerned with the payment to registrar general high court of judicature at Allahabad ,for payment of R.T.I. Fee amount Rs.250 through demand draft ,state bank of India charged commission Rs.86.25 while for the same payment ,postal department of government of India charges commission not more than Rs.30 rupees. Whether such fee structure is justified. With due respect your applicant wants to draw the kind attention of the Hon’ble Sir to the following submissions as follows. 1-It is submitted before the Hon’ble Sir that S.B.I. CPIO , reserve bank of India did not make available any information and during the hearing on 5-Dec-2016 before the information commissioner Majula Parashar .denied the sought information on the ground that sought information is concerned with the state bank of India not reserved bank of India and when your applicant sought transfer of R.T.I. Communique under subsection 3 of section 6 of Right to Information act 2005,she disconnected the phone. Whether such behaviour of public functionaries is not cryptic.

Mr. chief manager please focus on the quote –We also request you to please not use such a disrespectful language for the Bank and the staff members, as we are a public organization, working hard for the public only, providing the best possible services to the customers and the language used by you amounts to defamation of such a reputed Bank. A respectable person, such as you, should not put allegations without any proof/evidence or without even verifying the facts which are readily available with you.

Please take the perusal of communication addressed  to Registrar and conclude it ,what is cause of undue delay.  You are well aprised with the fact that what is the duration/stipulated time  of delivery of D.D. TO its seeker. D.D. was delivered after one month and two days whether  reflection of reputed and glorified banking institution. I always speak the truth and striver of truth. You speak few words but causes deeper wounds and expressing resentment over the few remarks made on the basis of documentary evidences.

1-Your applicant sought D.D. Rs.250 on 27-Nov-2016 to pay  R.T.I. Fee caused to debit Rs. 336.25 from my account ipso facto obvious from attachment.
2-After aforesaid communication of most respected Sir ,your applicant submitted several representations to various accountable public functionaries of government of India .
3-Branch manager S.B.I. CITY branch Mirzapur despatched the D.D. on 29-Dec-2016 which was delivered by the post man on the same date .
4-Today your applicant routed the aforesaid D.D. TO you revered Sir after completion of requisite formalities, through this communication by speed registered post.
5-D.D. of Rs.250 payable to Registrar General, High Court, Allahabad,  CPIO communication dated 20-Dec-2016 ,Transaction detail dated 27-Nov-2016 in regard to aforesaid D.D. AND track record of despatched D.D. by branch office of S.B.I.

                            This is humble request of your applicant to you Hon’ble Sir that It can never be justified to overlook  the rights of citizenry by delivering services in arbitrary manner by floating all set up norms. This is sheer mismanagement which is encouraging wrongdoers to reap benefit of loopholes in system and depriving poor citizens from right to justice. Therefore it is need of hour to take concrete steps in order to curb grown anarchy in the system. For this your applicant shall ever pray you Hon’ble Sir.

However, according to our research, you had applied for a demand draft in favour of Registrar General, High Court and in the “Delivery Mode” selection option, you preferred to choose by “Courier”. This means that the demand draft would be delivered to your “Registered Address”. The same is clearly visible in the Snapshot sent by you where just above the “Delivery Mode” selection option it is written that “If you can collect the Demand Draft at your Branch, select the Collect in Person option. Select the Courier option if you wish the Demand Draft to be delivered at your registered address. As such, the Demand Draft was delivered at your registered address, i.e., S/o Rajendra Pratap Singh, Jabalpur Road, Surekhapuram Basti, Bathua, Post – Sangamohal, Mirzapur, U.P.- 231001. This address is available with the Bank and is registered in your Account details, which you can also verify from your Net Banking facility.
Further, we understand that you had applied for the said Demand Draft for paying the RTI Application fees. However, applying for Demand Draft in favour of someone does not mean that the DD would be delivered to the person in whose favour it is drawn. It is the Drawer (applicant) who will receive the DD either in person or at his registered address and thereafter the drawer has to send it along with its enclosures to the person in whose favour it is drawn.
We also request you to please not use such a disrespectful language for the Bank and the staff members, as we are a public organization, working hard for the public only, providing the best possible services to the customers and the language used by you amounts to defamation of such a reputed Bank.
