Whether this is not signal of rampant corruption that despite substantial evidence and after the report of enquiry officer wrongdoers are set scot free by reaping the benefit of loophole in the system .

At least be afraid of God ,there is ultimate court which never spares a wrongdoer.
A wrongdoer sets scot free a wrongdoer because he himself is frightened that he may be punished for his evil acts but God will deal all the wrongdoers with the same iron hand. God will impartially punish according to their evil deeds. A corrupt public functionary is the enemy of entire humanity.
 With due respect your applicant wants to draw the kind attention of the Hon’ble Sir to the following submissions as follows.
1-It is submitted before the Hon’ble Sir that letters are being forwarded to D.M. Mirzapur /DPRO Mirzapur and C.D.O. Mirzapur from various quarters but instead of taking action against wrongdoers ,these public functionaries are only procrastinating on these letters. Whether this is not signal of anarchy where letters of the government are overlooked by its staff. Hon’ble Sir may be pleased to take a glance of attached documents proving the lawlessness and sheer anarchy in the state.
2-It is submitted before the Hon’ble Sir that
According to B.D.O. Chhanbey action against wrongdoers is pending in the office of DPRO/D.M. Mirzapur.

Hon’ble Sir-Whether it is justified that concerned accountable public functionaries may procrastinate in the matter concerned with taking action against wrongdoers. Whether this is not lackadaisical approach that dozens of correspondences were made  and news concerned with the  action was published in leading Hindi dailies but most surprising that no action was taken against wrongdoers still. Here is the correspondence in which D. M./DPRO   Mirzapur has to take action.

Why D.M. Mirzapur and C.D.O. Mirzapur are procrastinating on this e-mail of U.P. MGNREGA ?
3-It is submitted before the Hon’ble Sir that your applicant has  talked with B.D.O. Chhanbey Mr. Sushil Kumar Tripathi  at 09:25 AM on August 23, 2015, who has charge of P.D. Mirzapur as well  . He told your applicant that he has made available all the concerned documents to D.M. /DPRO Mirzapur . He also told your applicant that now action would be taken by D.M. /DPRO Mirzapur.
4-It is submitted before the Hon’ble Sir that UP MGNREGA forwarded the representation of your applicant to D.M. Mirzapur but it seems that D.M. Mirzapur is treating this letter like previous letters of Government of  Uttar Pradesh. Whether to adopt lackadaisical approach in concerned with the letters of chief minister office reference is justified.
 5-It is submitted before the Hon’ble Sir that whether it is not startling fact that more than seven months passed but files concerned with taking action against wrongdoers is moving with the pace of ants. When will it reach at its destination? Justice delay is justice denied. Justice without force is impotence and force without justice is tyranny.
                           
This is humble request of your applicant to you Hon’ble Sir that It can never be justified to overlook  the rights of citizenry by delivering services in arbitrary manner by floating all set up norms. This is sheer mismanagement which is encouraging wrongdoers to reap benefit of loopholes in system and depriving poor citizens from right to justice. Therefore it is need of hour to take concrete steps in order to curb grown anarchy in the system. For this your applicant shall ever pray you Hon’ble Sir.
