matter is concerned with the theft of Bicycle from the coaching institute and
now applicant Rahul Mishra S/O Mr Yogendra Kumar Mishra not only facing
hardship in attending the classes regularly but also suffering with mental
trauma. Cause of the application-Theft of Bicycle of the aggrieved B. Sc.
Previous year student Rahul Mishra S/O Mr Yogendra Kumar Mishra. Place where
tragic event took place-Khushaboo Kanvent Public School, Behind Government
Inter College Mirzapur. Mirzapur city under Kotwali Katra police. Date and time
of the tragic event-07-01-2019 time-between 6 to 7 O clock in the morning.
Detail of the aggrieved student- Rahul Mishra S/O Mr Yogendra Kumar Mishra,
Village-Shree Patti , Post-Mawaiya, PIN code-231312 District-Mirzapur, Uttar
Pradesh, Mobile number-9616759522 and 9415674763. Class-B. Sc. Previous year
Mathematics Group , Name of the college –Vindhyavasini Mahavidyalay , Bharuhna
, Mirzapur, Uttar Pradesh. Most revered Sir –Your applicant invites the kind
attention of the Hon’ble Sir with due respect to following submissions as
follows. 1-It is submitted before the Hon’ble Sir that undoubtedly the cost of
the bicycle is only Rs.4100.00 but instead of its meagre price more significant
is dependence of the aggrieved student on the Bicycle moreover daily routine of
the student is paralysed since the date bicycle was stolen. 2-It is submitted
before the Hon’ble Sir that the applicant is a son of a farmer who earns
somehow two square meal for family and just arranged the bicycle in view of
admission of the applicant in the city away from the village approximately 15
K.M. and now he is not in position to arrange a bicycle again. Hon’ble Sir may
be pleased to take the perusal of the cash memo of the newly purchased bicycle
by the father attached with the representation. 3-It is submitted before the
Hon’ble Sir that since the frequent theft cases are being reported in the daily
media and police is not taking any action in order to curb such activities of
the such people so the moral of such people are quite high and they are
pursuing their activities with twice enthusiasm and fervour. Since the student
is suffering with this problem because of failed police management which is a
subsidiary of the government so government must compensate to aggrieved student
as obligatory and justified duty of the government. For this applicant shall
ever pray you Hon’ble Sir.

                        This is a humble request of your applicant to you Hon’ble Sir that how can it be justified to withhold public services arbitrarily and promote anarchy, lawlessness and chaos in an arbitrary manner by making the mockery of law of land? There is need of the hour to take harsh steps against the wrongdoer in order to win the confidence of citizenry and strengthen the democratic values for healthy and prosperous democracy. For this, your applicant shall ever pray you, Hon’ble Sir.

Undoubtedly the matter is under process but it seems that they are only spending the time to submit closure report.Think about the gravity of situation that concerned officer is doing nothing.

This is a matter concerned with the theft of bicycle by the thieves and when the complaint has been filed police must take action but it seems that Police will take action when entire thing will finish. Whether Chief Minister office is not cooperating the subordinates who are procrastinating on the matter? Whether in this way anarchy can be overcome and good governance can be established in this way there is sheer anarchy if government is not taking any action then such Anarchy will ruin our system.
