he claim as- Hardcopy, in response to the information sought for, has been

Whether such acts on the part of CPIO are not tantamount to cheating.

Undoubtedly first appeal is made when the information seeker is aggrieved with the decision of Central Public Information Officer but here first appellate authority made a cryptic reply in the first appeal which is sheer illegal and unconstitutional. it is most unfortunate that our offices are so incompetent that they cannot take any decision by applying its discretion which is quite obvious from the reply of first appellate authority and such practice must be stopped.

Undoubtedly it is mockery of the law of land but such practices are quite integral part of this cryptic system. It is quite obvious that they denied the information of information seeker directly but it is unfortunate that our information commission will not take cognizance of it.
