Whether it is justified to send the intimation of fixed date of hearing when hearing time may be over as being done by Uttar Pradesh State Information Commission.  Postal department of government of India delivered the four registered letters of Uttar Pradesh State Information Commission at 4:51 PM TODAY while fixed date of hearing was today at 11 O clock in the Morning. These cases are languishing in the Uttar Pradesh State Information Commission since more than six years.

Hon’ble Sir -Job of UPSIC is  to be instrumental in providing sought information to information seeker but here UPSIC itself withholding the sought information. Whether such system will not lose its credibility in the eye of citizenry. This is obligatory duty of the accountable public functionaries of constitutional institutions to maintain the dignity and integrity of the office so the faith of people of state may remain intact . Here most startling fact is that concerned staff didn’t consider it appropriate to correspond in regard to RTI Communique which is sheer unjustified and grass violation of provisions of Right to Information Act 2005.
With due respect your applicant wants to draw the kind attention of the Hon’ble Sir to the following submissions as follows.
1-It is submitted before the Hon’ble Sir that chief secretary office sent following e-mail to your applicant which is attached with this representation in detail. Here this question arises that why action was not taken by the chief information commissioner UPSIC on this appeal?

Since all the concerned accountable public functionaries remained failed in
providing justice against the tyranny and arbitrary decision of Information
Commissioner Mr. Gajendra Yadav so your applicant boycott his court on 5
May2015 as plea of your applicant Sun, Mar 8, 2015 at 10:43 AM was
overlooked by
C.I.C. Of UPSIC.
3-It is submitted before the Hon’ble Sir that whether any action was taken by chief information commissioner on the following e-mail representation. What does he want to prove by procrastinating and adopting lackadaisical approach in redressing the grievances of common people?
Whether chief information commissioner UPSIC would be
instrumental in providing sought information to your applicant.

first appellate authority also took under teeth the provisions of transparency act by overlooking the first appeal of appellant made under subsection 1 of section 19 of Right to Information Act 2005 dated 14May2015. Copy of R.T.I. Communique and first appeal is attached

  3. Undoubtedly accountability must be fixed but it seems that in this largest democracy in the world there is no accountability of any public staff and we are ruled by the complete anarchy.
