Rule of law implies that  The Constitution of India intended for India to be a country governed by the rule of law. It provides that the constitution shall be the supreme power in the land and the legislative and the executive derive their authority from the constitution. Whether constitution allows such anarchy?

Subject-Whether to eliminate corruption from the system is must or to neglect representations by tracing flimsy lacunae in it are in public interest? Undoubtedly one can escape from its accountability in the name of procedural lacunae but what about inner conscience and natural obligations to society?

Most revered Sir-This communication may be considered as the reminder of representation dated-09-Dec-2017 addressed to Hon’ble Lokayukta, The government of Uttar Pradesh, Post Box number 172 (G.P.O.) T.C. 46/ V-1 Vibhuti Khand, Gomati Nagar, Lucknow 226010.

With great respect to revered Sir, your applicant invites the kind attention of the Hon’ble Sir to the following submissions as follows.
1-It is submitted before the Hon’ble Sir that it would be injurious to this healthy democracy if wrongdoers would be spared on flimsy ground ipso facto obvious from the dilly-dallying approach of accountable public functionaries in regard to taking action on the report of district-level officers Mirzapur. This nexus between wrongdoers and accountable public functionaries is like cancer for our public system.

2-It is submitted before the Hon’ble Sir that whether it is not reflective of mismanagement and insolence of concerned accountable public functionaries who made the mockery of law of Land in order to promote the rampant corruption in the system? On one side of the screen, one half of total population of this largest democracy in the world is on the verge of hunger but on another side, few people are not satisfied with huge salary and perks drawing from the public treasury and misusing their position and power to achieve ulterior motive?
 3-It is submitted before the Hon’ble Sir that there is direct evidence of wrongdoing by the accountable public staffs but what is the cause of procrastination and dereliction with the lackadaisical approach, is still cryptic and mysterious as well as terrific to future and alarming to us. Lowering of ethical values is indicative of escape from the setup norms as the heritage from our ancestors. 

 This is a humble request of your applicant to you Hon’ble Sir that It can never be justified to overlook the rights of the citizenry by delivering services in an arbitrary manner by floating all set up norms. This is sheer mismanagement which is encouraging wrongdoers to reap the benefit of loopholes in the system and depriving poor citizens of the right to justice. Therefore it is need of the hour to take concrete steps in order to curb grown anarchy in the system. For this, your applicant shall ever pray you, Hon’ble Sir.

Annexure is as follows.1-Well signed submissions earlier sent to Hon’ble Sir along with various public functionaries of the government in six pages as well as a scanned copy of communication dated:20-Nov-2017 of the secretary, Lokayukta, Government of Uttar Pradesh.
2-Copy of the enquiry reports awaiting action on the part of D.P.R.O. Mirzapur and subsequent communications exchanged showing the cryptic approach of DPRO.
 3- Aadhaar card as identity proof. 4-Internet feeding of multiple Indira Avases to same beneficiaries by using cunning tricks.

For three copies, you may take out the copy of representation and annexures three times and all the submissions based on the public documents made available public staffs and tickets are properly affixed on rupees 10 stamp paper carrying my affidavit properly signed by me with the date. Act 1975 is too old and now technology has been advanced so need of the hour is to safeguard the spirit of the act instead of wounding the spirit by taking the recourse outdated old customs and traditions.

For three copies, you may take out the copy of representation and annexures three times and all the submissions based on the public documents made available public staffs and tickets are properly affixed on rupees 10 stamp paper carrying my affidavit properly signed by me with the date.
