3-It is to be submitted before the Hon’ble Sir that following is the supportive submissions of R.T.I. first appeal under subsection 1 of section 19 of Right to Information Act 2005.
The applicant sought information under subsection 1 of section 6 of the Right to Information Act 2005 from the CPIO concerned and CPIO denied sought information as aforementioned.
Description of Information Sought information-

The appellant is not seeking information concerned with the aggrieved girl student for whom he is seeking justice by making an enquiry under Article 51 A of the constitution of India but in regard to consequential development, feedback obtained during aforementioned enquiry. Here girl student is not a third party but information seeker through the appellant and will remain beneficiary if the outcome will remain positive. CPIO conceals the information because of his cryptic approach and acting in caucus with the wrongdoer staffs of the government of Uttar Pradesh. There is huge siphoning of the public fund concerned with the weaker and downtrodden section and chief minister office is colluding with the wrongdoers by overlooking wrongdoings in order to protect them.
Short submissions of the first appeal under subsection 1 of section 19 of the Right to Information Act 2005 of the appellant.
Matter of fact is concerned with the deep-rooted corruption in the disbursement of scholarship especially concerned with a girl belonging to the scheduled tribe which is concerned to the ministry of tribal affairs which means directly to CPIO even when Government of Uttar Pradesh is the implementing agency. To ensure the proper implementation of the central fund is not the obligatory duty of the central government staffs or once the fund released its duty is over. Section 4 (1) (b) it is obligatory duty of every public authority to publish within one hundred and twenty days from the enactment of this Act (xi) the budget allocated to each of its agency, indicating the particulars of all plans, proposed expenditures and reports on disbursements made; Sought information is concerned with the working of the government staff not aggrieved girl student for whom applicant itself is seeking justice under article 51 A of the constitution. Direct CPIO to provide sought information available and rest of may be provided Govt of U.P. under subsection 3 of section 6 of R.T.I. Act of 2005.
Hon’ble First Appellate Authority may take the perusal subsection 3 of section 6 Right to Information Act 2005. Request for obtaining information
(3) Where an application is made to a public authority requesting for an information,—
(i) which is held by another public authority; or (ii) the subject matter of which is more closely connected with the functions of another public authority,
the public authority, to which such application is made, shall transfer the application or such part of it as may be appropriate to that other public authority and inform the applicant immediately about such transfer:
Provided that the transfer of an application pursuant to this subsection shall be made as soon as practicable but in no case later than five days from the date of receipt of the application.
This is a humble request of your applicant to you Hon’ble Sir that how can it be justified to withhold public services arbitrarily and promote anarchy, lawlessness and chaos in an arbitrary manner by making the mockery of law of land? There is need of the hour to take harsh steps against the wrongdoer in order to win the confidence of citizenry and strengthen the democratic values for healthy and prosperous democracy. For this, your applicant shall ever pray you, Hon’ble Sir.
Please direct to provide the aforementioned sought information point-wise as sought by the information seeker. As well as initiate departmental proceeding against the aforementioned PIO for concealing the sought information in order to conceal the wrongdoings of the staffs of the public authority. CPIO conceals the information because of his cryptic approach and acting in caucus with the wrongdoer staffs of the government of Uttar Pradesh. There is huge siphoning of the public fund concerned with the weaker and downtrodden section and chief minister office is colluding with the wrongdoers by overlooking wrongdoings in order to protect them.
Think about the gravity of situation that following information was not provided which is reflecting deep rooted corruption in the government Machinery.A Scheduled tribe girl pursuing higher education deprived of scholarship arbitrarily.
