Prayer-CPlO showed insolence sheerly with the provisions of Right to Information Act 2005 by not providing the sought information. By not providing the sought information, CPIO invited action under subsection 1 of section 20 of Right to Information Act 2005 consequently Hon’ble Sir may be pleased to take action against erring CPIO and pecuniary penalties as prescribed under subsection 1 of section 20 be imposed on the CPIO so that no one may dare to take under teeth the provisions of Right to Information Act 2005.
First appellate authority overlooked the first appeal of the applicant/appellant by taking the provisions of Right to 2005 under teeth as he put the first appeal in dustbin which ipso facto invites disciplinary proceedings against him consequently public authority Punjab National Bank be directed to initiate disciplinary proceedings against him so that others may not follow him.  
1-It is submitted to the Hon’ble Sir that arbitrariness is quite obvious from the fact that concerned are not interested to provide any feedback regarding their arbitrary action which sheer illegal and unconstitutional and against the principles of natural law. Whether it is not part of their cryptic dealings that following information sought from them when they denied revealing any information regarding the debt recovery notice by them to the applicant under transparency act but they are not providing.  Please take a glance of sought information which to provided by the staffs of Punjab National Bank copy of the RTI application in PDF Form is also attached to this representation
An application under subsection 1 of section 6 of Right to Information Act 2005, invites information from Punjab National Bank.
Your applicant is a widow who was served notice by branch manager Punjab National Bank, branch-Barkachhaa, District-Mirzapur, State-Uttar Pradesh, India.
CPIO may be directed to provide the sought information within the stipulated time as prescribed under subsection 1 of section 7 of Right to Information Act 2005.
Sought information is as follows.
1-You Hon’ble Sir may direct CPIO concerned to provide the applicant with the cause of issue of debt recovery notice.
2-Whether your applicant had applied for debt in the bank concerned? If yes provide the copy of the said application.
3-Your applicant may be provided with the detail of staffs who processed the debt application of your applicant.
4-You Hon’ble Sir may provide the reason and name of the business which was to be initiated by your applicant by borrowing debt from bank concerned as she has no information and knowledge regarding any such transaction.
5-Whether debt recovery notices are served by the banks arbitrarily? Who directed the bank to issue debt recovery notice to a widow itself facing the severe crunch of earnings for living being and maintenance of family?

 6-It is submitted to the Hon’ble Sir that Where the Central Information Commission or the State Information Commission, as the case may be, at the time of deciding any complaint or appeal is of the opinion that the Central Public Information Officer or the State Public Information Officer, as the case may be, has, without any reasonable cause, refused to receive an application for information or has not furnished information within the time specified under sub-section (1) of section 7 or malafidely denied the request for information or knowingly given incorrect, incomplete or misleading inthrmation or destroyed intbrmation which was the subject of the request or,obstructed in any manner in fumishing the information, it shall impose a penalty of two hundred and fifty rupees each day till application is received or information is furnished, so, however, the total amount of such penalty shall not exceed twenty-five thousand rupees: 

 This is a humble request of your applicant to you Hon’ble Sir that It can never be justified to overlook the rights of the citizenry by delivering services in an arbitrary manner by floating all set up norms. This is sheer mismanagement which is encouraging wrongdoers to reap the benefit of loopholes in the system and depriving poor citizens of the right to justice. Therefore it is need of the hour to take concrete steps in order to curb grown anarchy in the system. For this, your applicant shall ever pray you, Hon’ble Sir.
