 Please find the PIL petition here to encourage the judicial activism in
the state and reinforce the Law and order in Tamil Nadu government for the
bright and future growth of Tamil Nadu. I hope the Hon’ble Chief Justice will
have the enthusiasm to ascertain rule of law in the state and thank him for his
actions on my petitions in the Indian Commissions.

      I am S. Sudalai Kumar, CSIR-Senior Research Fellow
and a PhD Scholar in Hyderabad Central University and motivated by the
Tamilnadu Public Service Commission in various ways to file the PIL/Letter
petition in Hon’ble High Court of Madras for the 
denial/no
decision
 of
my RTI queries in my RTI application (05-05-14), first appeal (06-06-14) and
complaint (07-08-14) under RTI Act 2005 and other irregularities in staff
recruitment. As I have used my fundamental rights as a Indian citizen against
the 
fishy practices by TNPSC and Drug Control (9am-8pm,
06-06-12) over innocent merit candidates (particularly chemistry post
graduates) and I am being aggrieved and ethically forced to file the written
and online complaint in Hon’ble Tamilnadu Chief Minister’s Cell (03-09-12),
Directorate of Vigilance and Anti-Corruption (24-10-12), State Vigilance
Commission (e-mail, 03-11-12), National Human Rights Commission (25-12-12),
Hon’ble Prime minister (25-12-12, 29-05-14) and president of India
(30-12-12, 02-04-14) and Hon’ble Chief Justice of India (27-12-12),
 now I am facing personally some of the problems with TNPSC office to get
the details of my final selection order and the get the appointment order for
the post of Junior Analyst in Drug control (TNPSC ADVT NO: 298,
21-03-12), Chemist in Geology and Mining department (TNPSC ADVT
NO:01/2012) and finally my allegation that my register number is
removed from the written test result for Scientific Assistant Grade II in
Forensic departments conducted by TNPSC (
TNPSC ADVT NO: 06/2013). I was not
able to know the status of selection order, appointment order and written test
result through RTI act and Therefore, I require your valuable 
legal
advises and file the legal case under appropriate section 
immediately to
control the irregular recruitment of candidates for the government services and
the legal action for denying RTI Act 2005. For your kind information, I declare
that I produced all my genuine certificates for supporting my educational qualifications
and practical experience before the interview committee per the instructions in
the call letter and aforesaid advertisement to the best of my knowledge.
Finally, I request you to issue the 
legal notice to the TNPSC
and all other commissions in the following letter for the aforesaid acts,
status of my complaint in those commissions and I expect High court
 legal
aid services or other honorarium services
 which will be applicable for the research
scholar (myself Mr. S. Sudalai Kumar) running a family with the government
research stipend for the legal proceedings in Madras High court to get my
appointment order and also for the benefit of other eligible candidates. I will
be abide by the rules and orders of the Madras High and Indian law and order
and I hope you will respond to take the 
preventative
action
 to
ascertain rule of law, freedom of speech, movement, assembly, inquiry and the
