Villagers made allegation of corruption against public functionaries in allocation of public aid to sufferers of snow fall and excessive rain. They alleged that farmers having the land 3 bigha to 10 bigha were provided Rs.500.00 as aid but those having the land from 5 biswaa to 10 bishwaa were provided Rs.2500.00 to 3000.00 .

Matter is concerned with village panchayat-Baraini , Block-Majhawaa ,Tahsil-Sadar ,District-Mirzapur ,Uttar Pradesh where cheques to sufferers of natural calamity were disbursed among various farmers . They attacked on the norms setup by the functionaries of government of India in which real losers are being deprived from the public aid and those who are landless or having small pieces of land were allocated public fund but medium and large farmers were provided cheque of Rs.500.00.
With due respect your applicant wants to draw the kind attention of the Hon’ble Sir to the following submissions as follows.
1-It is submitted before the Hon’ble Sir that every one knows that in the government of Uttar Pradesh such practice is quite common. Accountable public functionaries are habitual to overlook the serious allegation of corruption. Since this fund has been provided by central government so central team consists of honest staffs must look into anomaly in disbursement of cheques as alleged by poor farmers.
2-It is submitted before the Hon’ble Sir that central government must seek certificate of utilization of fund in time bound manner so that maximum fund may be allocated among the farmers . Fund may be allocated in accordance with the setup norms as it comes from public treasury not from pocket of concerned bureaucrats who thinks that they are disbursing the funds from their pockets so will provided to those who have their blessings.
3-It is submitted before the Hon’ble Sir that
Government of India providing Rs.500.00 to farmers who are sufferers of natural calamity like ice fall and excessive rain causing damages to their entire crops.

Think about the gravity of situation that the government which wants to take Rs.2500.00 if Helmet is not worn Rs.5000.00 if driving license is not shown but wants to pay aid Rs. 500.00 to the farmers suffering natural calamity. Whether it is justified. Most of the farmers denied to take this meagre amount which is too much less in comparison to detriment suffered by them because of natural calamity.
This is humble request of your applicant to you Hon’ble Sir that It can never be justified to overlook the rights of citizenry by delivering services in arbitrary manner by floating all set up norms. This is sheer mismanagement which is encouraging wrongdoers to reap benefit of loopholes in system and depriving poor citizens from right to justice. Therefore it is need of hour to take concrete steps in order to curb grown anarchy in the system. For this your applicant shall ever pray you Hon’ble Sir.
