Why does police arrest the father of the victims in this largest populous state of the largest democracy in the world if the crime is perpetrated against women and girls?

With due respect, your applicant wants to draw the kind attention of the Hon’ble Sir to the following submissions as follows.
1-It is submitted before the Hon’ble Sir that matter is concerned with the human rights violation of the citizenry on large scale in the state of the Uttar Pradesh. Under which provision of the law, police in the state arrests victim’s father ipso facto obvious from reported matters in the leading dailies.
2-It is submitted before the Hon’ble Sir that matter reported today in leading Hindi daily Amar Ujala as follows- 
Police station under which crime was committed -Karmaa, District- Sonebhadra, date of incidence is two days ago. 
The matter is concerned with the molestation of an adolescent girl when girl resisted the attack on the modesty, infuriated the alleged accused and consequently, he grouped with his fellows and attacked the family members of the victim and they put poison in the mouth of the victim’s mother forcibly. In the meanwhile, police were called by dialling on number-100 which is one of the achievements of the ongoing incumbent. This police instead of taking any action against wrongdoers took into custody the father of the victim. Mother of the victim first admitted to a local hospital at Ghorawal but later she was referred to district hospital Sonebhadra. For detail, Hon’ble Sir may be pleased to take a glance at the attached documents with the communication.
3-It is submitted before the Hon’ble Sir that Hon’ble Home minister Mr. Rajnath Singh delivered a lecture in a seminar organized by the Institute of engineering and technology on the topic role of youths in the development of the country in the twenty-first century. Hon’ble Sir may be pleased to take a glance of the excellent lecture delivered by the eloquent speaker which is quite acceptable to us and need of the hour is to retain such noble thoughts in order to reform our system. Undoubtedly for good governance, we need to learn through retrospection of our glorious past instead of pursuing the path of the corrupt executive, bureaucrat and judicial members.
                         

This is a humble request of your applicant to you Hon’ble Sir that It can never be justified to overlook the rights of the citizenry by delivering services in an arbitrary manner by floating all set up norms. This is sheer mismanagement which is encouraging wrongdoers to reap the benefit of loopholes in the system and depriving poor citizens of the right to justice. Therefore it is need of the hour to take concrete steps in order to curb grown anarchy in the system. For this, your applicant shall ever pray you, Hon’ble Sir.
