Grievance Description : Why letters dispatched by Santosh Kumar didn’t reach to DIOS Mirzapur and Social welfare officer Mirzapur? For detail please take a glance of annexure which are attached with this representation in the PDF form.  3-It is submitted before the Hon’ble Sir that on one side of screen Government wants to provide scholarship to each student belonging to poor and downtrodden section but actually not reaching to them is a mystery. Hon’ble Sir according to G.O. scholarship must reach to each student of scheduled caste and scheduled tribe. Hon’ble Sir what is the spirit of attached G.O. ipsofacto showing that despite lacunae in filling application form a student belonging to S. Cs. and S.Ts. may not be deprived from the rights of public aid /scholarship . This is humble request of your applicant to you Hon’ble Sir that It can never be justified to overlook  the rights of citizenry by delivering services in arbitrary manner by floating all set up norms. This is sheer mismanagement which is encouraging wrongdoers to reap benefit of loopholes in system and depriving poor citizens from right to justice. Therefore it is need of hour to take concrete steps in order to curb grown anarchy in the system.   2. Whether this is rule of law that letters may be delivered to sender instead of addressee. Here this question arises that who is sufferer of this wrongdoings of the erring staffs of the departmen? Undoubtedly the most sufferer is sender as his letters couldn't reach destination and second sufferer is postal department itself as its credibility is going down. Whether to take action is sufficient to compensate the detriment suffered by the aggrieved.
