Subject-Registry of S.I.C. REACHED  on conclusion by not taking facts and date of appeal received in the office of SIC ON 21-March -2016 submitted by your appellant consequently impugned letter dated 12/04/2016 of S.I.C. IS ultravires to the provisions of Right to Information Act 2005.

With due respect your applicant wants to draw the kind attention of the Hon’ble Sir to the following submissions as follows.

1-It is submitted before the Hon’ble Sir that please take a glance of LETTER of registrar of UPSIC dated-12/04/2016 and then representation of your applicant against this impugned letter on 06/05/2016 sent to various accountable public functionaries including you HON’BLE Sir in four pages.

2-It is submitted before the Hon’ble Sir that sought information is concerned with the action of circle officer of city Mirzapur not S.O. Vindyachal as letters forwarded by chief minister office is entertained by C.O. CITY NOT BY S.O. and C.O. had also examined the witnesses by summoning them including your applicant. Why in the name of providing sought information PIO/APIO CIRCLE officer provided a report of S.O. INSTEAD of its own decision taken by him in the matters forwarded by chief minister office.

3-It is submitted before the Hon’ble Sir that please take a glance of report of S.O. Vindhyachal dated 26-May-2016 consists of three pages and letter of PIO DATED 18-March-2016 and examine whether it is proper information as sought by your applicant/appellant. Hon’ble Sir C.O. CITY is the senior rank officer to S.O. Vindhyachal consequently has ambit to rectify the errors of juniors consequently authorized by concerned  and so matter is concerned with his working consequently he has to provide the sought information .

4-It is submitted before the Hon’ble Sir that C.O. City may provide the sought information concerned with the action taken in regard to forwarded letters by the chief minister office. Right to Information Act 2005 was passed by temple of law in order to promote transparency and accountability in the working of public authorities but where is accountability when there is no whereabouts of letters sent by chief minister office.

5-It is submitted before the Hon’ble Sir that whether this is not the mockery of provisions of Right to Information Act 2005 where both First appeal and R.T.I. Communiques are dealt by public information officers itself. Please take a glance of representation dated 28-March-2016 in two pages. Hon’ble Sir now rest of pages are those which were earlier sent by your applicant but your registry became stumbling block in seeking justice and returned back “as it is” on flimsy ground.

If UPSIC REALLY wants to be instrumental in providing sought information to information seekers then direct concerned to provide sought information and impose appropriate penalty and penal action against those who made the mockery of provisions of Right to Information Act 2005.

  1. -It is submitted before the Hon'ble Sir that C.O. City may provide the sought information concerned with the action taken in regard to forwarded letters by the chief minister office.   2. This is reflection of sheer mismanagement which is causing great difficulty before citizenry ipsofacto obvious that neither accountable functionaries in the government is making efforts to curb it nor public spirited people are collecting on single platforms. This corruption originates from higher level so not possibilities to curb it.Such cryptic behavior in order to shied wrongdoers is quite common.

  3. Anarchy may not be allowed to be promoted in the system at any cost. Think about the gravity of situation that sought information was not made available to information seeker. Transparency ombudsman also favoured them by returning back appeal to information seeker.

  4. Undoubtedly it is mockery of Right to Information act 2005 which is quite obvious from the post but it is unfortunate concerned accountable public functionaries are not taking action in the matter.
