Incidences of theft in Mirzapur district is quite frequent and criminal activity in the district is on its zenith. There is abundant feeling of insecurity in the minds of local people.

At least police may lodge F.I.R. if the aggrieved may knock the door of concerned police station. But here aggrieved run from pillar to post but no F.I.R. is lodged by the police of concerned police station. If more pressure is made ,then aggrieved is targeted by the police. Whether in this way crime is curbed. No information is made available under right to information act 2005 and information commission instead of being instrumental to information seeker supports public functionaries to withhold the sought information.
With due respect your applicant/petitioner wants to draw the kind attention of the Hon’ble Sir to the following submissions as follows.
1-It is submitted before the Hon’ble Sir that think about the insolence of larceners who are committing the offences of thefts without being frightened with the police of the district. Today one story published in the leading Hindi daily ,burglars burglarized more than two lakhs household articles including ornaments of women. Matter concerned took place in village- Baraini under Kachhawa police station District-Mirzapur ,  state-Uttar Pradesh . For detail, Hon’ble Sir may be pleased to take a glance of attached image.
2-It is submitted before the Hon’ble Sir that another matter is concerned with the aforesaid police station village-Bidapur where two neighbours entered into conflict because of old land dispute. If this matter was resolved by the concerned ,then such dispute never arose . When there no expectation of justice from any quarter ,then hopeless people take such dangerous steps. Hon’ble Sir may pleased to take a glance of attached image with this information.
3-It is submitted before the Hon’ble Sir that
Registrar Uttar Pradesh State Information Commission again made the mockery of Right to Information Act 2005According to Registrar Uttar Pradesh State Information Commission ,on scrutiny of appeal submitted under subsection 3 of section 19 on date 28032016 by your applicant following defect were traced-There is no time span of 30 days between date when first appeal filed and the date when second appeal submitted But the actual fact is that if the date of sending first appeal be considered ,then this time span is 1 month 4 days and if the date of delivery of first appeal be considered ,then this time span is 1 month 3 days 
Whether a registrar has moral right to remain at the post of Registrar of Uttar Pradesh state information commission who can’t distinguish between R.T.I. Cmmunique submitted under subsection 1 of section 6 of Right to Information Act 2005 and an appeal submitted under subsection 3 of section 19 of Right to Information Act 2005 before the commission. 
This is humble request of your appellant to you Hon’ble Sir that It can never be justified to overlook  the rights of citizenry by delivering services in arbitrary manner by floating all set up norms. This is sheer mismanagement which is encouraging wrongdoers to reap benefit of loopholes in system and depriving poor citizens from right to justice. Therefore it is need of hour to take concrete steps in order to curb grown anarchy in the system. For this your appellant shall ever pray you Hon’ble Sir.

  2. Every one knows that why public authority conceals the sought information by information seeker? Since the matter is concerned with the atrocities on women and her immature children so public information officer of Superintendent of police had to provide sought information.
