Punishment to rape a mentally distorted woman is 50 K.G. Wheat and 50 K.G. Rice to rape- victim as verdict was delivered by a police constable and latter upheld by police sub inspector but now ball in the court of station officer . Matter is concerned with the Para police station ,Lucknow ,Government of Uttar Pradesh. Most surprising is that still aforesaid grain was not provided to rape victim so she made complaint to station officer of Para police station . Think about the anarchy of other places away from the state  capital.

With due respect your applicant wants to draw the kind attention of the Hon’ble Sir to the following submissions as follows.
1-It is submitted before the Hon’ble Sir that what is the need of various commissions and courts if judgement is delivered by police sub inspector and police constable . After all  our courts have no time for poor and downtrodden section and various commissions are busy in tackling matters concerned with political bosses. Hon’ble Sir may be pleased to take a glance of attached news story published in credible leading Hindi daily.
  1. National Commission for Women
In January 1992, the Government set-up this statutory body with a specific mandate to study and monitor all matters relating to the constitutional and legal safeguards provided for women, review the existing legislation to suggest amendments wherever necessary, etc.
2-It is submitted before the Hon’ble Sir that there must be will power and honesty in the system if our public functionaries really want to upgrade the level of women otherwise all the efforts will go in vain. Think about deep rooted corruption in the system that both police constable and police sub inspector not missed its shares only verdict delivered by them was not complied. 
(iv)    National Policy for the Empowerment of Women, 2001
The Department of Women & Child Development in the Ministry of Human Resource Development has prepared a “National Policy for the Empowerment of Women” in the year 2001. The goal of this policy is to bring about the advancement, development and empowerment of women.
3-It is submitted before the Hon’ble Sir that
  1. The State not to discriminate against any citizen on grounds only of religion, race, caste, sex, place of birth or any of them (Article 15 (i)) Usually trial takes in the court of law but in the case concerned trial and judgment took place in the compound of police station.
(ii)    The State to make any special provision in favour of women and children (Article 15 (3)) There are so many rules and regulations but in this tyranny who cares of law? The need of hour is to ensure transparency and accountability in the system but how could be feasible if system will remain under the stranglehold anarchy ipsofacto obvious from the attached news stories.
The Constitution of India not only grants equality to women but also empowers the State to adopt measures of positive discrimination in favour of women for neutralizing the cumulative socio economic, education and political disadvantages faced by them. Fundamental Rights, among others, ensure equality before the law and equal protection of law; prohibits discrimination against any citizen on grounds of religion, race, caste, sex or place of birth, and guarantee equality of opportunity to all citizens in matters relating to employment. Articles 14, 15, 15(3), 16, 39(a), 39(b), 39(c) and 42 of the Constitution are of specific importance in this regard.
Constitutional Privileges
(i)     Equality before law for women (Article 14) where is equality if cases concerned with women will be tried at level of police. PIL and suo motto powers of judicial members are generally used to achieve ulterior designs .
                         This is humble request of your applicant to you Hon’ble Sir that It can never be justified to overlook  the rights of citizenry by delivering services in arbitrary manner by floating all set up norms. This is sheer mismanagement which is encouraging wrongdoers to reap benefit of loopholes in system and depriving poor citizens from right to justice. Therefore it is need of hour to take concrete steps in order to curb grown anarchy in the system. For this your applicant shall ever pray you Hon’ble Sir.

  2. This is not shameful to mentally distorted middle aged woman but shameful to our public functionaries who are accountable for this anarchy, lawlessness and chaos. Whether it is justified that both police constable and subinspector remained failed in providing justice to vulnerable lady but both succeeded in grasping their shares extra to their huge emoluments of salary i.e. backdoor income. Think about cruelly in the police consequences of rampant corruption in the system.
