Whether request physically transferred to other public authority is substantial ground to abrogate the rights of citizenry to file appeal online on R.T.I. Portal of government of India. Now a days several ministries of government of India and their subordinates like ministry of finance are taking recourse of such cunning tricks to deprive information seekers from seeking information.
