According to His Excellency ,estimate made for new building for Lucknow bench of High court of judicature at Allahabad was Rs. 770 Crore in 2010 and it had to be completed in  2014 but due to delay of near about one  year in its completion ,it increased to Rs. 1386 Crore i.e. Additional burden of Rs. 616 Crore on public exchequer. As a citizen of this country under Article 51 (a)of constitution of India ,seeks enquiry by an independent agency regarding this huge expenditure.

With due respect your appellant wants to draw the kind attention of the Hon’ble Sir to the following submissions as follows.
1-It is submitted before the Hon’ble Sir that please take a glance of published report in leading daily Amar Ujala in regard to delivered speech of Hon’ble His Excellency-

राज्यपाल राम नाईक ने कहा कि न्याय प्रणाली के सामने शीघ्र इंसाफ दिलाने की चुनौती है। तारीख पर तारीख लगने से वादकारियों की उम्मीदों को झटका लगता है।
राज्य पाल राम नाईक लखनऊ में हाईकोर्ट के नए भवन के उद्घाटना के अवसर पर बोल रहे थे। उन्होंने कहा, 13 मार्च को इलाहाबाद हाईकोर्ट की 150वीं वर्षगांठ मनाई गई और आज लखनऊ बेंच के नए भवन का उद्घाटन हुआ है। इस भव्य इमारत से लखनऊ को नई पहचान मिली है।
वर्ष 2010 में इसकी लागत 770 करोड़ रुपये आंकी गई थी और इसे2014 में पूरा होना था। निर्माण में दो साल देर होने से लागत 616करोड़ बढ़कर 1386 करोड़ रुपये हो गई।
समय से प्रोजेक्ट पूरा न होने को कॉमर्स की भाषा में टाइम ओवर रन कहा जाता है। न्याय दिलाने में भी ऐसी प्लानिंग के बारे में सोच सकते हैं कि तय समय में मामलों का निपटारा हो।
2-It is submitted before the Hon’ble Sir that Rs. 616 Crore is not tiny amount in the country where people like us dying of hunger. There is no two square meal for our family members. There are no means of livelihood for us and government is facing crunch of resources in providing us means of livelihood and in this situation public fund is outflowing for those purposes which are not transparent and accountable.
3-It is submitted before the Hon’ble Sir that in order to win the confidence of common people of this country ,an independent credible agency may look into the entire episode and may give the clean chit otherwise only to say that people still have faith in judiciary. Every one knows that all are innocent unless otherwise is proved but undoubtedly credibility is under cloud. Honesty is not to say but it must be reflected in the working style of public authority.
                          
 This is humble request of your appellant to you Hon’ble Sir that It can never be justified to overlook  the rights of citizenry by delivering services in arbitrary manner by floating all set up norms. This is sheer mismanagement which is encouraging wrongdoers to reap benefit of loopholes in system and depriving poor citizens from right to justice. Therefore it is need of hour to take concrete steps in order to curb grown anarchy in the system. For this your appellant shall ever pray you Hon’ble Sir.
