Prayer-Concerned violated the subsection 1 of section 7 of Right to Information Act 2005 and still have not provided the sought information to your appellant.
Appellant-Shivram Yadav S/O Dukhi Yadav  ,Village-Mahuari Kalan ,Dhobiapur ,Post-Shantikuti ,Pargana-Kantit ,Mobile number-9651435999 , District-Mirzapur (U.P.).

With due respect your appellant wants to draw the kind attention of the Hon’ble Sir to the following submissions as follows.
1-It is submitted before the Hon’ble Sir that your appellant submitted R.T.I. Communique dated -06/10/2015 before D.M. Mirzapur in order to seek information under subsection 1 of section 6 of Right to Information Act 2005 which was delivered to his office on 07/10/2015. Hon’ble Sir may be pleased to take a glance attached documents with this representation in PDF form. 
2-It is submitted before the Hon’ble Sir that stipulated time to provide sought information under subsection 1 of section 7 of Right to Information Act 2005 is 30 days which is counted from the date of receipt of the R.T.I. Communique in the office of public information officer. Now the prescribed time to provide the sought information under transparency act has been expired because of dereliction of concerned PIOs. Here both the PIOs i.e. PIO collectorate and Executive Officer ,municipality Mirzapur city  are the holders of sought information but actually they are not interested in providing the sought information ,that is why ,they are procrastinating in the matter concerned in schizophrenic way.
3-It is submitted before the Hon’ble Sir that on 09/11/2015 your appellant was called on by Jalkal Engineer and he told your appellant that you had sought some information from D.M. Mirzapur but the copy made available by D.M. Office is partially erased so made available the legible copy of R.T.I. Communique. When your appellant again met him with the copy of R.T.I. Communique after taking the perusal ,he lost his temper and began scolding your appellant that he made imputations like doing politics in the office ,coming late to office ,doing grouping , priming the fellow colleagues against the accountable body of department   and also said to your appellant that E.O. Had given him oral approval to show you the path in order to get out from the office. Hon’ble Sir it seems that now concerned don’t want to wait the outgoing of ongoing incumbent as earlier had threatened. Whether it unjustified and indiscipline to seek information under the provisions of Right to Information Act 2005. Hon’ble Sir whether your appellant has lost its constitutional ,civil and political rights because he is contract worker of municipality Mirzapur city . Whether in order to cry ,your appellant will have to take permission from Jalkal Engineer and Executive officer Minicipality Mirzapur city. Most surprising is that on one side of screen .your appellant is the staff of contractor but on other side they are threatening the staff to terminate from the service. Whether they have not misled the High court of judicature by informing that employees engaged in the service of water supply and clean and sanitation (Safai) are the staffs of contractors.
                              This is humble request of your applicant to you Hon’ble Sir that It can never be justified to overlook  the rights of citizenry by delivering services in arbitrary manner by floating all set up norms. This is sheer mismanagement which is encouraging wrongdoers to reap benefit of loopholes in system and depriving poor citizens from right to justice. Therefore it is need of hour to take concrete steps in order to curb grown anarchy in the system. For this your applicant shall ever pray you Hon’ble Sir.

Think about the role of government, how much negative is the role of government that its staffs always overlook the interest of common people of state but it is compelled to remain as mute spectators. After winning the confidence of common public of state a political party forms the government in the state but after getting crown they forget that they will have to again seek the confidence of common public after five years and same public will dethrone them if unsatisfied with their working styles.
