Subject –Whether it is not a mockery of Right to Information Act 2005 that public authority university grant commission denied sought information quoting as “Your request for information does not pertain to UGC”. The pecuniary penalty may be imposed on the CPIO as she deliberately denied sought information available to the public authority University Grants Commission. Since first appellate authority remained a mute spectator of the entire episode so public authority University Grants Commission (UGC) may be directed to take harsh steps against such erring staff.
Most revered Sir –Your applicant invites the kind attention of Hon’ble Sir with due respect to following submissions as follows.
1-It is submitted before the Hon’ble Sir that the following information was sought by your applicant from CPIO university grant commission.
An application under subsection 1 of section 6 of Right to Information Act 2005, invites information from university grant commission.
CPIO may be directed to provide the sought information within the stipulated time as prescribed under subsection 1 of section 7 of Right to Information Act 2005.
Sought information is as follows.
1-You Hon’ble Sir make available the grant detail provided by university grant commission to MGKVP University Varanasi since three years. 
2-There are certain established norms which are to be confirmed by the University including facilities to students and its accessibility to students and grievances of students and their time-bound redressal if facilities are not reaching to them. You Hon’ble Sir may provide any such report prepared by university grant commission in regard MGKVP University Varanasi. 
3-You Hon’ble Sir may provide the feedback regarding utilization of fund by University in regard to seeking information under point 1.

From the aforementioned feedback available on the website of university grant commission ipso facto obvious that sought information is concerned with the university grant commission as public authority has provided the grant so its proper implementation is the accountability of responsible staffs of the university grant commission. Whether public fund may be allowed to be thrown into garbage?

Subject -In regard to communication of central information commission dated 01-12-2017 through which its deputy registrar sought removal of deficiencies in a cryptic manner as stumbling block instead of being instrumental in making available sought information to the information seeker.
With due respect, your applicant wants to draw the kind attention of the Hon’ble Sir to the following submissions as follows.
 1-It is submitted before the Hon’ble Sir that Hon’ble Sir may be pleased to take a glance of attached PDF document with this representation which is aforementioned communication dated 01-12-2017 mentioned in the subject matter of this representation is being submitted before the Hon’ble Sir in order to curb the tremendously grown lawlessness and anarchy in the system.

   Following appeal was sent by your applicant on 23-11-2017 to various public functionaries including secretary to central information commission as well as a signed copy on 27-11-2017 when the second appeal was submitted by your applicant online on the web portal. It seems that concerned staffs of central information commission are under the influence of rampant corruption which has overshadowed the entire country under its clutches. 
3-It is submitted before the Hon’ble Sir that according to them, second deficiency is a copy of the order received, if any, from the first appellate authority, is not enclosed. When the first appellate authority remained mute spectator throughout the entire episode, then how your applicant can submit a copy of the order passed by the First appellate authority, Nishar Ahmed Mir? Most important is that University Grant Commission neither provided sought information nor communicated the cause of not providing the sought information.
Hon'ble Sir according to them, second deficiency is a copy of the order received, if any, from the first appellate authority, is not enclosed. When the first appellate authority remained mute spectator throughout the entire episode, then how your applicant can submit a copy of the order passed by the First appellate authority, Nishar Ahmed Mir? After all corruption in commission is rampant otherwise such intense poking lies never be afforded.

Whether it is not mockery of Right to Information Act 2005 by the public authority University Grant Commission department of Central Government which is not updating its website in regard to the fund allocated to the subsidiaries various agencies and their records of Expenditure. Whether it is not violation of subsection 1 b of Section 4 of Right to Information act 2005 by the public authority University Grant Commission? On one side of a screen government is talking of transparency and accountability but at the same side of the screen its departments are not pursuing the provisions of transparency Act 2005 which is quite obvious from the working style of the university grant commission.
