Subject-No one can be deprived from public aid arbitrarily and most important thing is that if someone is getting the gas subsidy since many years, how can he be deprived from subsidy of five cylinders when he has Aadhaar card since two and half years and his bank account remained linked with his Aadhaar but his Aadhaar couldn’t be linked with IOCL because of dereliction of staffs of IOCL.


Your applicant had provided the Aadhaar card to staffs of Vindheshwari gas service but they didn’t link it and when grievance was made against them, they did it.

1-It is submitted before the Hon’ble Sir that you Hon’ble Sir may take a glance of circular issued on 30-Sep-2016 attached with this representation and by taking recourse of which IOCL deprived thousands of entitled beneficiaries belonging to remote villages from subsidy on gas cylinders.

2-It is submitted before the Hon’ble Sir that whether any opportunity was provided to your applicant before depriving from subsidy being provided since many years by the concerned staffs of IOCL who are using various tricks to deprive genuine consumers of remote villages from subsidy?

According to circular of ministry of petroleum and natural gas issued on 30-Sep-2016 to its subordinates throughout this country except few, Section 2 states as, in order to provide convenient and hassle free LPG subsidy to beneficiaries, oil marketing companies through their networks shall make all the required arrangements including the following.

2.1-Wide publically through media and individual notices through LPG dealers shall be given to applicants/beneficiaries to make them aware of requirement of Aadhaar to receive the LPG subsidy. In case they are not enrolled, they may be advised to get themselves enrolled at the nearest enrolment centres available in their block/Tahsil/Taluka by 30-Nov-2016. List of locally available centres should be made available to them.

3-It is submitted before the Hon’ble Sir that differ from aforementioned circular, staffs of IOCL made efforts to deviate consumers from linking their Aadhaar cards from their gas connections ipso facto obvious that your applicant got linked its bank account with Aadhaar card but couldn’t succeed in linking his gas connection with Aadhar card.

This is a humble request of your applicant to you Hon’ble Sir that It can never be justified to overlook the rights of the citizenry by delivering services in an arbitrary manner by floating all set up norms. This is sheer mismanagement which is encouraging wrongdoers to reap the benefit of loopholes in the system and depriving poor citizens of the right to justice. Therefore it is need of the hour to take concrete steps in order to curb grown anarchy in the system. For this, your applicant shall ever pray you, Hon’ble Sir.

Subject-Incredibility in the dealings of chief area manager of Indian Oil Corporation Limited in regard to subsidy to domestic gas connection holders reflects that Vindheshwari Gas Service is acting in caucus with local staffs of Indian Oil Corporation Limited.
According to communication dated 16/06/2017 which is first page of attached documents, as per the notification under section 7 of Aadhar act dated 30th September 2016 by ministry of petroleum and natural gas, government of India, Aadhar authentication or proof of possession of Aadhar number or proof of enrolment for Aadhar availing L.P.G. Subsidy beyond 30th November 2016.
After 30th November 2016, failure to produce Aadhar or proof of Aadhar enrolment without any valid reasons, L.P.G. subsidy was liable to be withheld from first December 2016.
Withhold means -Irregular: withheld; withheld, hold back; 1-refuse to hand over or share. The father is withholding the allowance until the son cleans his room
2-Retain and refrain from disbursing; of payments. My employer is withholding taxes.

Most surprising is that staffs of Indian Oil Corporation Limited understood that to withhold subsidy means to deprive of subsidy to those who are entitled to it and getting since many years. Whether it is justified to deprive poor underprivileged villagers of subsidy arbitrarily by colluding with the staffs of Indian Oil Corporation Limited? Most important thing is that whether concerned agency really sought Aadhar card from the beneficiaries of subsidised gas cylinders and why they had not taken if the Aadhar card was available to them since two and half years and more surprising is that beneficiary’s bank accounts are linked with their Aadhar card. Here most important question is that who are ultimate beneficiaries if poor underprivileged villagers were deprived of subsidised gas cylinders?

Actually this is a part black marketing of gas cylinders and poor consumers belonging to rural area are being looted by such agencies by taking staffs of Indian Oil Corporation in good faith. 5-It is submitted before the Hon’ble Sir that both the national parties in the country are not serious to the interest of underprivileged section and only making politics. How much ridiculous is that a minister in central ministry is claiming that no poor will be deprived of public aid in the name of Aadhar card but what is going on is just contrary?
New Delhi: Accusing the Congress of painting Aadhaar as a curse, the government on Monday asserted that no poor person would be deprived of the subsidy benefits by making the Aadhaar mandatory and that privacy of individuals will be protected.
 Minister of IT and Law Ravi Shankar Prasad stated this in the Rajya Sabha while replying to a discussion on Aadhaar against the backdrop of concerns expressed by the opposition over making the biometric-based identification system mandatory for availing of government subsidies.  “I want to make it very clear on the behalf of the government that no poor shall be denied his subsidy rights at all. Be very clear about that. Whether it is, a mid day meal or any other benefit, we have said that you come on Aadhaar but no denial will be there,” he assured the House.
 “The right of privacy of individual must be respected… The question to be considered is, are we invading privacy through the Aadhaar law, the answer is ‘No’,” he said. Observing that at present, over 113 crore residents in India have Aadhaar, Prasad said that “Aadhaar is safe, let me say proudly that the data is secure”. He said that in the last six years, the government has cancelled and blacklisted 34,000 operators who tried to pollute the system or tried to make fake Aadhaar cards.
