With due respect your applicant wants to draw the kind attention of the Hon’ble Sir to the following submissions as follows.
1-It is submitted before the Hon’ble Sir that
‘The Right of Children to Free and Compulsory Education Act’ or Right to Education Act (RTE), is an Act of the Parliament of India enacted on 4 August 2009, which describes the modalities of the importance of free and compulsory education for children between 6 and 14 in India under Article 21A of the Indian Constitution.[1] India became one of 135 countries to make education a fundamental right of every child when the act came into force on 1 April 2010.[2][3][4]
2-It is submitted before the Hon’ble Sir that
The bill was approved by the cabinet on 2 July 2009.[9] Rajya Sabha passed the bill on 20 July 2009[10] and the Lok Sabha on 4 August 2009.[11] It received Presidential assent and was notified as law on 26 August 2009[12] as The Children’s Right to Free and Compulsory Education Act.[13] The law came into effect in the whole of India except the state of Jammu and Kashmir from 1 April 2010, the first time in the history of India a law was brought into force by a speech by the Prime Minister.
3-It is submitted before the Hon’ble Sir that The RTE Act provides for the: Right of children to free and compulsory education till completion of elementary education in a neighbourhood school. It clarifies that compulsory education means obligation of the appropriate government to provide free elementary education and ensure compulsory admission, attendance and completion of elementary education to every child in the six to fourteen age group. Freemeans that no child shall be liable to pay any kind of fee or charges or expenses which may prevent him or her from pursuing and completing elementary education. It makes provisions for a non-admitted child to be admitted to an age appropriate class. It specifies the duties and responsibilities of appropriate Governments, local authority and parents in providing free and compulsory education, and sharing of financial and other responsibilities between the Central and State Governments.

This is humble request of your applicant to you Hon’ble Sir that It can never be justified to overlook  the rights of citizenry by delivering services in arbitrary manner by floating all set up norms. This is sheer mismanagement which is encouraging wrongdoers to reap benefit of loopholes in system and depriving poor citizens from right to justice. Therefore it is need of hour to take concrete steps in order to curb grown anarchy in the system. For this your applicant shall ever pray you Hon’ble Sir.

2-It is submitted before the Hon’ble Sir that according to letter of social welfare officer Mirzapur dated-20/04/2016 addressed to your applicant and copy served to D.M. Mirzapur which is still unavailable to your applicant as postal department/social welfare officer didn’t make available any such letter , from last year government is not providing scholarship to student from class 01 to 05 and from class 06 to 08 so they can’t provide scholarship to my wards. Hon’ble Sir may be pleased to take a glance of attached PDF documents downloaded from the jansunwai portal government of Uttar Pradesh.
3-It is submitted before the Hon’ble Sir that where is free and compulsory education for children from 6 to 14 years old? Here whatever rule is made by parliament is only show piece like elephant teeth. Undoubtedly fund is provided by government in the name of scholarship but those fund provided  to private management run schools which are indirectly run buy executives ,bureaucrats and judicial members or influential people of society having intimacy with such public functionaries and in the name of providing degrees of B.Ad. ,Engineering and Medical. Every public fund directly or indirectly flowing into the pockets of corrupt public functionaries.

  1. 'The Right of Children to Free and Compulsory Education Act' or Right to Education Act (RTE), is an Act of the Parliament of India enacted on 4 August 2009, which describes the modalities of the importance of free and compulsory education for children between 6 and 14 in India under Article 21A of the Indian Constitution.[1] India became one of 135 countries to make education a fundamental right of every child when the act came into force on 1 April 2010.[2][3][4]

  2. We want that law passed by temple of rule making body or parliament must be pursued by the staffs of the government. Right to education is fundamental right but whether it exists or don't exist no one knows because this act /right never made available by the staffs of government to citizenry.
