If not why huge scandal was traced in billing and payment but not a single engineer was sent behind the bar and uttar pradesh electricity regulatory commission only works in the imaginary world like Dhrtrasht of great epic Mahabharat by overlooking the interests of consumers.

With due respect your applicant wants to draw the kind attention of the Hon’ble Sir to the following submissions as follows.
1-It is submitted before the Hon’ble Sir that present meter reading is 12684 kilo watt hour or unit and your applicant paid the final bill on 30 July-2014 when meter reading was 10200 kilo watt hour or unit. Consumption unit=12684-10200=2484 and
In spite of this ,meter reader made available bill of Rs.16483 to your applicant. Whether it is justified. Uttar Pradesh power corporation is charging Rs. 16483 + Rs.8029.0=Rs.24512 of consumption unit- 2484 i.e. Rs.10 per unit in a domestic connection whether it is justified. On enquiry ,tells us every one will have share from top to bottom in the administrative hierarchy.
Three last successive bill made available by meter reader of the department of Uttar Pradesh power corporation limited is attached with this representation. Please take a glance of attached documents and be apprised with the anarchy of Uttar Pradesh power corporation limited. Executive Engineer says that he has boon/blessings of his senior rank officers ,his main motive is collect money from consumers no matter what set up norms are floated or how may consumers are exploited. With the help of money I can resolve every issue and consumers like you can’t understand our strategy . Since two years ,you are writing the grievances and raising several issues concerned with public interest but our senior rank officers says that Yogi M. P. Singh is gone crazy ,resolve his matter . Do your business , our empire is limitless ocean so avoid to sink in this ocean of corruption as you are ant before us.
2-It is submitted before the Hon’ble Sir that what is meaning of following order of Uttar Pradesh regulatory commission ?
Further, the Licensees clarified that provisional billing is done by the Licensees for consumers with defective meters or no meters (i.e. in the case where the consumers were given metered connection but meters are not yet installed) and such arrangement is only for the ‘interim’ period and once the meters on such consumers would be installed then the final adjustment will be done based on the provisions of Supply Code. In this regard, the Commission enquired the duration of ‘interim’ period, to which the Licensee failed to give a satisfactory reply. Further, the Licensees must also note that the Electricity Supply Code also provides that such provisional billing should not extend more than two billing cycles.
3-It is submitted before the Hon’ble Sir that C.G.R.F. Is not working in Mirzapur district and Vindhyachal division as as obvious from the performance report available on the website of Uttar Pradesh Electricity Regulatory Commission and Uttar Pradesh Electricity Regulatory Commission don’t entertain the applications under section 142 of The Electricity Act 2003 as informed by its secretary to your applicant ,then before whom complaint be made ?
Who will redress the grievances under section 142? “an application under section 142 of The Electricity Act 2003 facing dust under this anarchy “. Three grievances were forwarded by the chief minister office to managing director uttar pradesh power corporation limited ,one is missing and fate of rest of two is still undecided. As the ball being struck with hockey stick moves in the field ,similar fate is of the grievances forwarded by chief minister office facing stroke of hockey stick of subordinates of M.D. U.P.P.C.L.

Hon’ble Sir from the subject of representation even a layman can understand the matter that it relates to function of Electricity Regulatory Commission but aforesaid staffs of commission either really incompetent to understand or mocking in planned way that they are not understanding the contents which is quite common in the system . If the order passed by Uttar Pradesh Regulatory Commission actually followed by the electricity companies , most of the grievances would be automatically redressed.
This is humble request of your applicant to you Hon’ble Sir that It can never be justified to overlook the rights of citizenry by delivering services in arbitrary manner by floating all set up norms. This is sheer mismanagement which is encouraging wrongdoers to reap benefit of loopholes in system and depriving poor citizens from right to justice. Therefore it is need of hour to take concrete steps in order to curb grown anarchy in the system. For this your applicant shall ever pray you Hon’ble Sir.
