Illegal realization from crusher plant and leaseholders as being planned /conspired by the
mining department as being promoted from
the R.T.O. Mirzapur can never be justified. If the poor truck operators will be
harassed in this way, the entire burden
will transfer on the poor citizens,
purchase stones and sands for the purpose of house construction hence pucca houses will be feasible to those belonging to the
middle class and upper class, not for poor.
Most revered Sir –Your applicant invites the kind
attention of Hon’ble Sir with due respect to following submissions as follows.
1-It is submitted before the Hon’ble Sir that Hon’ble Sir may be pleased
take a glance of the news published on Sunday i.e. 20-Jan-2019  in the most of the dailies with the title if
overload truck found, then the action would be taken against the crusher plants
and leaseholders. Whether the truck belongs to crusher plants and leaseholders
if not why action against those people not found guilty directly but on the
witness of those who is itself guilty.
2-It is submitted before the Hon’ble Sir that whether on the grounds of
circulars specially issued by senior bureaucrats on the recommendation of juniors, the citizenry
can be subjected to harsh, arbitrary and draconian rules in the name of
administrative reforms? Undoubtedly there is a loss
of revenue up to one crore per day but that is due incompetent and corrupt
staffs of the transport department of the Government of Uttar Pradesh. Instead
of tackling the issue through transparency and promoting honesty and
accountability, Government is opening another gate /door for corruption, how
can it be justified?
3-It is to be submitted before the
Hon’ble Sir that everyone knows that one
crore of revenue loss is nothing but the illegal
realization of money from the truck operators which can be curbed by promoting
honest officers and through transparency and accountability in the working of the
public authority transport department of the government
of Uttar Pradesh but instead of real administrative reforms, cryptic reforms
are being done in the name of enhancing government revenue which is not only illegal but will promote corruption
in the government machinery. On a similar
pattern, the mining department will also act
and will indulge in the illegal
realization of funds from the crusher plants and leaseholders. Whether it is justified
that few are amassing huge wealth disproportionate to their known source of
income and most of the citizenry is on the verge of hunger?
                This is a humble request of
your applicant to you Hon’ble Sir that how can it be justified to withhold
public services arbitrarily and promote anarchy, lawlessness, and chaos in an
arbitrary manner by making the mockery of law of land? There is need of the
hour to take harsh steps against the wrongdoer in order to win the confidence
of citizenry and strengthen the democratic values for healthy and prosperous

Whether it is not feasible that if the overloaded truck will be found then concerned Regional Transport officer will be suspended by the concerned accountable public functionaries of the Government of Uttar Pradesh? Why they are making such a rule which is against the principle of natural justice, why the owner of Crusher plant will be subjected to the scrutiny of the law of land for overloaded truck when it is lacuna on the part of Regional Transport Office division Mirzapur district? Whether such Anarchy is justified. Why are the rules made to harass the common citizenry by the accountable public functionaries of the government? Whether such act on the part of accountable public functionaries is justified?
