Sir/madam,

                     I should thank the government of Tamilnadu for the needful of transformer installation as I heard from one of our flat members. People are cheating the government of Tamilnadu for not paying proper money to the registration of associations and collecting money for selfsh purposes and looting it. They are having fixed rules of some group of families and not for whole society. I request you to install transformer only after collecting proper taxes for registration and occupation of common areas by some rogue like behaviour.

1. Expenses on Repairs and Maintenance of the Building(s):  At the rate fixed by the general body from time to time, subject to the minimum of 0.75 percent per annum of the construction cost of each flat for meeting expenses of normal recurring repairs. This implies, this can be charged on a sq.ft. basis, which is an indirect indication of the construction cost of the flat.2. Service Charges (Housekeeping, Security, Common Area Electricity, Equipments): Equally divided by Number of Flats. This implies, this can be charged on a flat fee basis, where each Flat pays the same amount irrespective of its area.

3. Expenses on Repairs and Maintenance of the Lift, including charges for running the Lift:Equally by all the members, irrespective of the fact whether they use the lift or not. This is clearly a charge on a flat fee basis.

4. Sinking Fund: At the rate decided by the General Body, subject to the minimum of 0.25 percent per annum of the construction cost of each flat. This again implies a Sq.ft. based fee., as in Item 1.

Apart from the above charges, many Societies collect following Charges as part of their Regular Bill:

5. Non-Occupancy Charges: This charge is collected for Flats which are Rented, calculated @ 10% of Service Charges

6. Parking Charges: This charge is calculated by number of Parking Slots of each Member

7. Property Tax (this is not relevant outside Maharashtra as Property Owners pay this directly to the Municipality)

8. Water Charges: As per actual Consumption of each Flat, or Number of Water Inlets

9. Interest on Defaulted Charges: This is the late payment penalty. This amount is decided by General Body. Mostly a late payment calculation method of simple interest not exceeding 21% per annum is used. However, the General body can decide otherwise based on what works best for them.

10. Insurance Charges: Expense which is spent on insurance of building and equipment can be charged to the residents and made a part of the maintenance bill. There maybe flats/shops for which you may have to pay extra premium, you can pass on that extra amount to such flats/shops.

11. Lease Rent: This is charged based on per square ft of the built up area.

12. Other Charges: These are decided by the Association / Society from time to time as per their specific requirement.

The above may help you to design a Maintenance Bill which works best for your Society.

Dear members,

Some of you has requested me to take position in DAC delight association. Before that let me clear the points before my participation for responsible position.
If I come to position I need following points to be considered.
1. Association should be registered legally and maintained accordingly.
2. Terms and conditions to be circulated to all other members and signed.
3.Maintenance fee should be fixed based on the square feet of flat or members of flat. Not uniform fee collection for all members in apartment.
4. Comfortable amenities will be developed as per the availability of budget. No extra money collected for any developments except emergency like tank cleaning or plumbings.
5. If extra money collected in one month then next six months no extra money collection for any development works. If any development work it is informed to member before six months.
6. New development will be postponed till sufficient amount collected. It can be small installments. It should be least than 1000 INR.No force to any member to pay immadiately then association has to bear for immmadite development.
7. Association should collect bills for all expenditures and give copy to all members by email or hand. If no bills available then association should give printed receipt with siganture to all flat members considered as bill.
8.if any common functions in apartment the members be informed to participate not forced to or cornered to participate. All families will not have same family atmoshphere to participate in group functions. It depends on interest.
9. Works can be shared and called for volunteer in meeting. If no volunteers then association may request members to take care.
10.Suggestion may be asked from all members in meeting for keeping common facilities in individual name. Example current, water connection, internet connection and properties.
11. If not satisfied with the above points then member can have choice of not to be a member in this association. Pay and use for common facilities bill divided by 15. Example water and current only paid by non member of this association.
12. Members settled outside the flat and not using flat exempted from maintenance fees.
13.Any issues inside the apartment like theft, legal issues be informed to police by member with support of association. Receipt is needed for records in association.
14.Independenct living for every memeber is assured but not to disturb other members by life style, words and actions. Association will interfere and warn them first.Next formal complaint.
15. No member can have the right to go to the other member’s flat without his/her concern for personal arguments, actions and any cause of violent behaviour. It will affect the other member who was not in part of it. It can be solved through association or police. Association will support honest party for formal complaints.
For your information. The petition has been submitted for transformer installation and drainage works in Secretariat, Tamilnadu by me.

  1. This para drawn my attention to the fact that 21 % is too much more as maximum interest rate is 18 % charged by the banks from the consumers.

  2. Entire efforts which are made for the betterment of human society must be welcomed from the entire corners that must be our motive so that such constructive activities may be promoted in our society and such people may never be disparate.

  3. Undoubtedly those are praiseworthy who are making efforts for constructive activities. Here most important thing is that transformer is the necessity of the entire locality.

  4. Undoubtedly our society will get benefited from this work so this is public spirited job and one should admire it without being partial. If the transformer is installed then concerned are praiseworthy.

  5. Directors were educated abroad, have had extensive experience with other … of switchboards, capacitors, fuses; only domestic producer of transformers.
