Grievance Description-Here it is quite obvious
that fertilizers of more than 20 million rupees was destroyed because of the
rainwater quite obvious from the reports published in the print and electronic
media in the local daily but it is unfortunate that our public functionaries
are overlooking this huge loss and supporting the mismanagement in the
department concerned whether it is justified. According to Department of
Railways, the concerned department is not claiming any loss occurred due to the
negligence of the department of Railways and the department of the government
of Uttar Pradesh but here quite obvious that there is a loss which occurred at
a mass level quite obvious from the attached photographs. According to the
Department of Railways, this could be avoided but it is unfortunate that
concerned department of the government of Uttar Pradesh itself shown negligence
in order to avoid the wastage of fertilizer otherwise fertilizer was directly
loaded to the trucks from the wagon of the railway but not done so. Undoubtedly
concerned staffs of the government are not serious about this loss because this
detriment did not occur to them but actually occurred to the government and if
someone other to whom this loss occurred those are the farmers of the area to
whom useless ineffective fertilizer was sold by the department of agriculture
of the Government of Uttar Pradesh. Here this question arises that why the
department of the government of Uttar Pradesh gave the affidavit to the
department of Railways that if any loss occurs then department itself would be
liable it would not be the responsibility of the department of Railways. If the
huge loss of fertilizer could be avoided by direct loading the packets of the
fertilizers from the wagon of the railway to the trucks then why the concerned
department of the government of Uttar Pradesh did not do so. Here core point is
that the Government of Uttar Pradesh is avoiding to take the action against the
accountable staff and not fixing the accountability of its staffs. More details

3-It is submitted before the Hon’ble Sir that Hon’ble Sir may be pleased to take a glance of published news report in the Hindi daily Amar Ujala and made available information by the department of Railways as sough by the applicant.
4-It is submitted before the Hon’ble Sir that when the fertilizer could be directly loaded to trucks from Railway wagons, then why it was at the Railway platform and most noticing thing is that when already one month earlier a loss of one crore fertilizer occurred and complaint made one month earlier was not taken seriously.
This is a humble request of your applicant to you Hon’ble Sir that how can it be justified to withhold public services arbitrarily and promote anarchy, lawlessness and chaos in an arbitrary manner by making the mockery of law of land? This is the need of hour to take harsh steps against the wrongdoer in order to win the confidence of citizenry and strengthen the democratic values for healthy and prosperous democracy. For this, your applicant shall ever pray you, Hon’ble Sir.

सर, आपका परिवाद प्राप्त हुआ, धन्यवाद I उक्त सन्दर्भ में आपको अवगत कराना है कि
मिर्ज़ापुर गुड्स साइडिंग में 10 वैगन एवं खुले में 32 वैगन प्लेस किये जाते है I
मिर्ज़ापुर में आये खाद के रेक को हैंडल कर रहे PCF के प्रतिनिधि द्वारा बारिश होने की
संभावना ब्यक्त करते हुए वैगन से सीधा ट्रक में मॉल लोड करने की लिखित अनुमति
मुख्य माल अधीक्षक/ मिर्ज़ापुर से मांगी गयी थी, जो उन्हें रेलवे से किसी भी प्रकार का
क्लेम न करने की शर्त के साथ मुख्य माल अधीक्षक/ मिर्ज़ापुर द्वारा प्रदान की गयी थी
इसमे किसी भी रेलवे कर्मचारी का दोष नही है I
Undoubtedly this post surprised me that matter is concerned with the mismanagement and huge detriment suffered by the government but the accountable public functionaries are mute spetators only. Which is sheer unjustified.
