I made repeated request i.e. 500 times to submit but dilapidated website of good governance didn’t accept

I made efforts to submit the RTI application on the online RTI portal of the government of India 500 times but portal didn’t accept the entries.

Please direct concerned to be instrumental in providing the sought information to information seeker instead of to be stumbling block in the path information seeker.
 An application under subsection 1 of section 6 of Right to Information Act 2005 to seek information from CPIO, Ministry of Road Transport & Highways, Government of India.
Subject-CPIO may be directed to provide access to information pointwise as sought by the applicant within the stipulated time as prescribed under subsection 1 of section 7 of Right to Information Act 2005.
Since the fees charged by the government of Uttar Pradesh for renewal of Driving Licence is arbitrarily decided by the government of India through its Ministry of Road Transport & Highways, Government of India ipso facto obvious from detail made available by the R.T.O. Mirzapur through its report dated-19/06/2018 attached to this application consequently CPIO in order to ensure transparency and accountability in the working provide access to information as follows.
Sought Information is as follows.
1-The additional fee at the rate of one thousand rupees for delay of each year or part thereof reckoned from the date of expiry of the grace period shall be levied. That explicitly explains one thousand rupees penalty of one year delay and this delay will be counted from the date of expiry of the grace period.
Please provide access to information, R.T.O. Mirzapur levies the delay charges of Rs.1000 on the first day as grace period ends. The aforementioned statement does not support the stand of R.T.O. Mirzapur. Consequently, providing the circular exchanged from Government of Uttar Pradesh supporting the illegal stand of R.T.O. Mirzapur.
 2-According to R.T.O. Mirzapur, for renewal of Driving Licence fee after the grace period, is Rs.300 which means Rs.200 Driving Licence fee and Rs.100 is a penalty for delay. Please provide access to information of imposing two penalties for delay i.e. Rs.100 and Rs.1000 simultaneously on the Driving Licence holder ironically.
3-Penalties are imposed for committing illegal acts, if somebody delays in submitting a request for renewal of Driving Licence because of some reasons, then he will be considered guilty of committing illegal acts. Please provide the law under which renewal of a licence is binding on driving licence holder if he is not driving any vehicle.
4-Please, provide access to information, under which law or provision of the constitution, extortion of Rs.1500 at the place of Rs.200 in the name of renewal of Driving Licence is justified.
This is a humble request of your applicant to you Hon’ble Sir that It can never be justified to overlook the rights of the citizenry by delivering services in an arbitrary manner by floating all set up norms. This is sheer mismanagement which is encouraging wrongdoers to reap the benefit of loopholes in the system and depriving poor citizens of the right to justice. Therefore it is need of the hour to take concrete steps in order to curb grown anarchy in the system. For this, your applicant shall ever pray you, Hon’ble Sir.
