Most revered Sir –Your applicant invites the kind attention of Hon’ble Sir with due respect to following submissions as follows.
1-It is submitted before the Hon’ble Sir that undoubtedly waxing and waning is the law of nature but sudden change is termed as a catastrophe which is not acceptable to our society. Whether catastrophe is natural? If catastrophe is not acceptable to Human society, then how you Hon’ble Sir accepted the steep downfall in the consumption of diesel in various telephones exchanges established in the country by the government.
2-It is submitted before the Hon’ble Sir that whether the rate diesel has decreased if not, what is the cause steep downfall in the consumption of diesel? Hon’ble Sir, you remained the runner in the race of chief ministership during the formation of the government of Uttar Pradesh and media glorified your name and characteristics by giving sufficient space at the front pages therefore under article 51 A of the constitution of India, my enquiry is, why this steep downfall in the consumption of diesel which shortens the load on public exchequer was not made lead story by the electronic and print media. This is milestone achieved by Hon’ble Modi Sir Government must be revealed before the public.
 3-It is to be submitted before the Hon’ble Sir that as a model take a glance of Mirzapur office of Bharat Sanchar Nigam Limited.
A-Consumption of diesel in the month Jan-2018 is Rs.1591246.00 while the consumption of diesel in the month Oct-2016 is Rs.2962742.00 more than one and half times.
B-Consumption of diesel in the month Feb-2018 is Rs.1541521.00 while the consumption of diesel in the month Nov-2016 is Rs.2831935.00 more than one and half times.
C-Consumption of diesel in the month March-2018 is Rs.1567770.00 while the consumption of diesel in the month Dec-2016 is Rs.2645845.00 more than one and half times.
D-Consumption of diesel in the month April-2018 is Rs.1692811.00 while the consumption of diesel in the month Jan-2017 is Rs.2628410.00 more than one and half times.
E-Consumption of diesel in the month May-2018 is Rs.1556174.00 while the consumption of diesel in the month Feb-2017 is Rs.2492293.00 more than one and half times.
F-Consumption of diesel in the month Jun-2018 is Rs.1514639.00 while the consumption of diesel in the month March-2017 is Rs.2469985.00 more than one and half times.
Aforementioned data is based on the made available sought information by the public authority BSNL through its CPIO after too much procrastination and repeated direction of the Hon’ble chief information commissioner of India.
4-It is to be submitted before the Hon’ble Sir that here this question arises that why does BSNL not maintain the records of diesel expenditure per telephone exchange? In order to save millions of rupees from corrupt public functionaries, why BSNL is not spending a meagre amount i.e. few thousands in order to compile and collate the records of each and every telephone exchange in regard to expenses of diesel, cable and others? Why sought information is being concealed by the concerned staffs on the flimsy ground?   
5-It is to be submitted before the Hon’ble Sir that here applicant had sought the public fund spent on the laying down underground cables by BSNL office Mirzapur but what CPIO had provided itself may take cognizance as communication is attached with this representation. On one side of the screen, concerned are drawing huge fund from public exchequer in the name of salary and perks but on the other side of the screen, there is no transparency and accountability in the working of the public authority.
6-It is to be submitted before the Hon’ble Sir that how can it be justified to change AM into PM in order to loot consumers and when information is sought in regard to uses, concerned does not provide the information. Why consumers will purchase the services of such service provider where there open loot of consumers and accountable public functionaries remain mute spectators. Applicant itself suffered loss but preferred to disconnect the services as they were looting the applicant by playing cunning tricks and representation were finally forwarded to wrongdoers who didn’t take any justified action. 
 This is a humble request of your applicant to you Hon’ble Sir that how can it be justified to withhold public services arbitrarily and promote anarchy, lawlessness and chaos in an arbitrary manner by making the mockery of law of land? There is need of the hour to take harsh steps against the wrongdoer in order to win the confidence of citizenry and strengthen the democratic values for healthy and prosperous democracy. Applicant sought the following information from CPIO BSNL in regard to laying of underground cable.
5- Please make available details of expenditures on the proliferation of underground cable since last six months which must include details of accidental damage of cables during this period separately. 
With due respect and regard to Hon’ble Sir, the appellant invites the kind attention of the Hon’ble Sir to the following submissions as follows.
An enquiry under article 51 A of the constitution of India as a step towards the
betterment of the Society. 
1-It is submitted before the Hon’ble Sir that CPIO made available sought information as follows.
वित्तीय वर्ष २०१६-२०१७ में एस एस ए मिर्ज़ापुर में भूमिगत केबल के अनुरक्षण एवं  केबल लेईंग कार्य हेतु रूपया ५००००० अर्थात रूपया पांच लाख का टेंडर जारी किया गया था | कार्य की प्रकृति एवं आवश्यकता के अनुसार ठेकेदार द्वारा कार्य के निष्पादन के उपरांत उसका पूर्ण भुगतान हेतु प्रक्रिया पूर्ण किया जा चूका है | 
श्री मान जी जब भुगतान पूर्ण हो गया तो भुगतान का अमाउंट बताना चाहिए | श्री मान जी केन्द्रीय जन सूचना अधिकारी क्या पूरे पांच लाख का भुगतान कर दिए | यदि नही तो प्रार्थी से सूचना क्यों छिपाई जा रही है | दाल कुछ काली नही है पूरी की पूरी दाल ही काली है |
इस पांच लाख के भुगतान में भी घोटाला हुआ है इसलिए यह सूचना छिपाई गई है प्रार्थी से | 
2-It is submitted before the Hon’ble Sir that how many times one may file noncompliance against the CPIO when his motive is to conceal the sought information. Everyone will be bored with such deliberate attempts of the CPIO who has created an embarrassing situation. 
3-It is submitted before the Hon’ble Sir that undoubtedly Right to Information Act 2005 was brought up to promote transparency and accountability in the working of public authority but it seems that because of rampant corruption in the government machinery, this august act proved futile. Whether to set wrongdoers scot-free is the reflection of good governance by giving the logic that no wrongdoers were caught red-handed during the regime? To shield wrongdoers is a greater crime and reflects anarchy, lawlessness and chaos in the system.

        This is a humble request of your applicant to you Hon’ble Sir that how can it be justified to withhold public services arbitrarily and promote anarchy, lawlessness and chaos in an arbitrary manner by making the mockery of law of land? Think about it how much deep rooted corruption is in our society. But our public functionaries are not serious about this deep-rooted corruption whether it is not a matter of serious concern at this juncture this question is quite obvious why concerned public functionaries are adopting such a lackadaisical approach towards the giant menace of corruption
