Suppose that one crore page views done of blogging which means blogs attracted 1 Crore people or less people. Whether blogging didn’t play a role of a bridge to connect the people to internet. Most important question is why there is monopoly of AdSense? Why individual bloggers are not being promoted by giving them right to advertise at limited spaces so that they could earn their livelihood as well. Whether in the name of promotion of blogging, there is no exploitation? You yourself accepted this fact that only 4% blogs are monetized. AdSense is not a monopoly. There are thousands of other ad networks. Neither is Blogspot a monopoly, there are lots of other options for publishing. Don’t like it? Don’t use it.

Google doesn’t “promote” anyone, rich or poor. It promotes its paying advertisers – and itself, of course.
Your English is so bad it’s impossible to understand what you really mean. But it seems you feel some kind of entitlement to free money from Google, in return for junk content and/or by virtue of being poor.
Your blog is also in very bad English so will never qualify for AdSense for that reason alone. The “content” appears to be scans of content you did not create, so that can’t be monetized either.
