An
application under article 51 A of the constitution of India. Whether it is
justified to deprive a student of his scholarship arbitrarily on the ground
that is because of improvement result declared by the MGKVP University Varanasi
and concerned staff made the scrutiny on the ground of result of improvement
while the application for the scholarship was submitted much earlier than the
improvement result on the basis of the annual result B.Sc. second year. Since
the student was fairly passed in the B.Sc. second year and he was awarded the
scholarship in the B.Sc. first year and B.Sc. second year. The matter is
concerned with a scheduled caste student whose detail is as follows. Name of
the student –Chhotu, Registration number-690030221802374, Name of the
father-Panchdev, Caste-Scheduled caste, Subcaste-Chamar, B.Sc. part 3 Maths
group studying in the K.B.P.G. College Mirzapur. The reason for the scrutiny
result to be suspect-obtain/total marks not matched with the university
uploaded data. Most revered Sir –Whether the obtained result will not change
after the declaration of the improvement result quite obvious from the attached
Marksheet of B.Sc. second year after improvement exam conducted by MGKVP
University Varanasi. Before the improvement result aforementioned aggrieved
student had acquired 292 out of 600 marks but after the improvement exam, it
has been 335 out of 600. Moreover, data were subject to scrutiny by the college
administration through the original records made available by the students
according to guideline which was found accurate so it was forwarded to the
concerned department. Here this question arises that whether 292 marks out 600
of the student will not entitle him for the scholarship if entitle him for
scholarship, then concerned staff cannot take recourse of the latter marks
obtained after the improvement exam result declared as that total mark was not
available to him when he was submitting online application for the scholarship.
Thus the approach of the staff of the government of Uttar Pradesh is sheer
unconstitutional, arbitrary, draconian and corrupt in nature which must be
curbed by the accountable public functionaries if they are law abiding.

There is need of the hour to take harsh steps against the wrongdoer in order to win the confidence of citizenry and strengthen the democratic values for healthy and prosperous democracy. On public platform accountable public functionaries of the Government of India which means ongoing incumbent advocates the rights of weaker and downtrodden section but behind the screen their faces are totally changed as they are depriving these poor people of their rights which is not only unconstitutional but oppressive in nature.Here this question arises that why the concerned student who is pursuing his bachelor of science degree in mathematics is being deprived of the scholarship and the interesting thing is that he was provided scholarship in the previous years and in the final year is being deprived of a scholarship arbitrarily.

From the text of the post, it is quite obvious that there is no fault on the part of applicant and he is being deprived of the scholarship arbitrarily by the concerned staffs of the government of Uttar Pradesh.
