Sir, State Govt. is the Implementing Agency in case of IAY and therefore the
authority of allotment of an IAY house and the conduct of inquiry into the
allegations of corruption, irregularities in the implementation lies with the
State Govt. concerned. Since, ATR is yet to be received from the State Govt. of
Uttar Pradesh, your RTI application has been transferred to the State Govt. of
UP under Section 6(3) of RTI act, 2005 for providing a suitable reply directly
to you.
Sought
Information by the information seeker-
Hon’ble Sir-Under point 2 
in the aforesaid letter  addressed
to secretary , department of rural development , Government of Uttar Pradesh
was stated as follows-It is requested that an inquiry may be conducted on the
issues raised in the grievances  and
furnish action taken
report (ATR) to this ministry latest by 20th August 2015.
If there is
substance in the allegations and it is a criminal offence , appropriate penal
procedures be initiated against the officials/ individuals  concerned.
Sought
information -Please made available  to
your applicant following sought information as 1-Copy of the action taken
report.
2-Provision
which caused the investigating committee / agency not  to contact the aggrieved/your applicant .
3-Action
taken by Ministry in case of non compliance of its directive by Government of
Uttar Pradesh.

Hon’ble
Madam sought information is concerned with the working of department of central
government as I.A.Y. Is central government sponsored scheme which is
implemented by state government by pursuing the guideline passed by the central
government through its ministry. The fund meant to scheme is provided by
central government to state government is collected by imposing various taxes
on the citizenry so its proper utilization must be ensured by central
government. Central government staffs can’t avoid its accountability merely on
the ground that scheme is implemented by the state government. It is most
ridiculous that learned CPIO not made available even single point information
while your appellant sought three point information. The deadline fixed by
central ministry was infringed by staffs of state government deliberately and
more than seven weeks passed and now CPIO is stating that action taken report
is not available. Whether central government staff is not acting in caucus with
the state government staff.
                          This is humble
request of your appllant that please dispose the appeal within time as
prescribed under the provisions of Right to Information Act 2005. For this your
appellant shall ever pray you Hon’ble Madam.

  2. How much shameful that they claim to provide sought Information through the staffs of state government but didn't reveal who will provide? How much central government is impotent before state authority is obvious from the facts that central government couldn't do any thing when state authority openly defied the central government direction. It seems that both central and state government staffs are acting in caucus with each other.
