This is challenge of your applicant that Executive Engineer ,EDD II ,Mirzapur may prove it that meter installed in my compound is defective by taking recourse of which ,he is providing normative bills. If your applicant is wrong ,then he may be sent to jail at once otherwise Executive Engineer be dismissed from the service as he tortured physically ,mentally and economically your applicant. Hon’ble Sir ,data is available to UPPCL as meter reading was made by its staff in each month. Whether this data is not credible for Executive Engineer as he is providing normative bills by floating all rules and regulations and violating basic frame work of constitution.

With due respect your applicant wants to draw the kind attention of the Hon’ble Sir to the following submissions as follows.
1-It is submitted before the Hon’ble Sir that rule of law requires the government should be subject to law, rather than the law subject to the government. But here in the Government of Uttar Pradesh ,there is sheer anarchy. I challenge that Executive Engineer , EDD II may prove that my meter installed in my compound is defective. Hon’ble Sir may be pleased to take a glance of attached documents with this e-mail.

Hon’ble Sir your applicant has written half a century letters to staffs of Uttar Pradesh power corporation limited but still they are providing normative bills. Last bill your applicant had deposited under protest but they didn’t care my grievances. Your applicant has sought information regarding the action taken on the letters of chief minister office by the UPPCL but they violated the provisions of Right to Information Act 2005. Hon’ble Executive Engineer ,EDD II Mirzapur acts in schizophrenic way.
3-It is submitted before the Hon’ble Sir that In a monarchy, the concept of law was developed to control the exercise of arbitrary powers of the monarchs who claimed divine powers to rule. A.V. Dicey also propounded that wherever there is discretion, there is room for arbitrariness. However, in a democratic set up like India, the concept has assumed a different dimension. Here rule of law has no value for tyrant like Executive Engineer ,EDD II ,Mirzapur. Such people in India ,think in schizophrenic way that they are above the law and arbitrary orders and try to prove it by using its influence and corrupt money.
                 This is humble request of your applicant to you Hon’ble Sir that It can never be justified to overlook  the rights of citizenry by delivering services in arbitrary manner by floating all set up norms. This is sheer mismanagement which is encouraging wrongdoers to reap benefit of loopholes in system and depriving poor citizens from right to justice. Therefore it is need of hour to take concrete steps in order to curb grown anarchy in the system. For this your applicant shall ever pray you Hon’ble Sir.

Whether it is not corruption and ever corrupt public functionaries will be subjected to scrutiny under appropriate law of land.
