Hon’ble apex court of India may consider the sheer violation of fundamental /human rights of thousands of poor citizenry applying for renewal of Driving License.
An application under Article 32 of Constitution of India, in order to be instrumental in providing the social justice to thousands of countrymen who are being subjected to exploitation by tyrant accountable public staffs of Government of Uttar Pradesh because of sheer mismanagement, rampant corruption and tyranny in the system.

Subject-Article 32, the constitution of India, right to Justice but this right of a large number of the poor citizenry is being wholly eroded by concerned arbitrarily by levying arbitrary charges on the gullible and innocent citizenry.

Driving License expired in Feb-2018 and charges levied Rs.1500.00 which is draconian, arbitrary and reflection of rampant corruption in the government machinery. Please take a glance at the attached document to this representation. Moreover, the fee for issuing Driving License is Rs.200.00 and for the test, or repeat a test, as the case may be, of competence to drive (for each class of vehicle) is Rs.300.00. Which means total expenses on a new driving license is Rs.500.00.

Most revered Sir –Your applicant invites the kind attention of Hon’ble Sir with due respect to following submissions as follows.
1-It is submitted before the Hon’ble Sir that  51A. Fundamental duties It shall be the duty of every citizen of India (a) to abide by the Constitution and respect its ideals and institutions, the National Flag and the National Anthem;(h) to develop the scientific temper, humanism and the spirit of inquiry and reform;
(i) to safeguard public property and to abjure violence;
(j) to strive towards excellence in all spheres of individual and collective activity so that the nation constantly rises to higher levels of endeavour and achievement

2-It is submitted before the Hon’ble Sir that whether from the contents 8, 9 and note are explicit that Renewal of driving license if made within the grace period, then renewal of driving license fee is Rs.200.00. Here it is quite obvious that grace is excluded from the span of the validity of the driving license. Moreover, Renewal of driving license if made after the grace period, then renewal of driving license fee is Rs.300.00. Here it is quite obvious that grace is excluded from the span of the validity of the driving license. Now this question arises that what is grace period provided to the license holder in order to get its license renew? The additional fee at the rate of one thousand rupees for delay of each year or part thereof reckoned from the date of expiry of the grace period shall be levied. Which explicitly explains one thousand rupees penalty of one year delay and this delay will be counted from the date of expiry of the grace period, not the date of expiry of driving license.

3-It is submitted before the Hon’ble Sir that because of penalty, levied by R.T.O. Mirzapur, Applicant Name -Keshav Prasad Singh was charged Rs.1500.00 ipso facto obvious from attached receipt. Here this question arises that when was the grace period expired? One thing is proved that Driving License expired in Feb-2018 but it is the year 2018, not 2019 and penalty of one hundred rupees already charged by charging Renewal of driving license fee Rs.300.00. Consequently, R.T.O. Mirzapur charged Rs.1200.00 illegally which is being proved justified in the name of the online application. Whether applicant had to apply before the expiry of the Driving License? How can anyone apply for the Driving License if he has Driving License and when it expired aggrieved subjected to the arbitrary slapping of illegal charges by the R.T.O. Mirzapur. Whether renewal of driving license fee Rs.300.00. including late payment doesn’t include the processing fee of Renewal of driving license?
4-It is submitted before the Hon’ble Sir that aggregate fee being charged by the transport department of the government of Uttar Pradesh is Rs.500.00 which is less than Rs.1500.00 (charges levied on the renewal of the Driving License)

5-It is submitted before the Hon’ble Sir that   The additional fee at the rate of one thousand rupees for delay of each year or part thereof reckoned from the date of expiry of the grace period shall be levied. Whether this note is for the renewal of the Driving Licenses or other licenses like permits, registration and licenses of schools because there is an already available provision in regard to renewal of the Driving License that if the grace period of the renewal of the Driving License expires, then Driving License holder will be levied charges Rs.100.00 additionally. Undoubtedly to drive a vehicle without a valid driving license is illegal but here driving license holder is not driving vehicle and he is applying for renewing of Driving License so impose a penalty on him arbitrarily is ultra vires to the provisions of the constitution.

  6-It is submitted before the Hon’ble Sir that Rs.1200.00 levied on the aforementioned aggrieved applicant Keshav Prasad Singh is sheer illegal, unjustified and unconstitutional. Undoubtedly cunning tricks are being used to cheat the innocent and gullible people like aggrieved applicant Keshav Prasad Singh by the corrupt public functionaries in the state of Uttar Pradesh so need of the hour is to take harsh steps against such corrupt public functionaries through proper course of action. 
                       

This is a humble request of your applicant to you Hon’ble Sir that how can it be justified to withhold public services arbitrarily and promote anarchy, lawlessness, and chaos in an arbitrary manner by making the mockery of law of land? There is need of the hour to take harsh steps against the wrongdoer in order to win the confidence of citizenry and strengthen the democratic values for healthy and prosperous democracy. For this, your applicant shall ever pray you, Hon’ble Sir.

Undoubtedly cunning tricks are being used to cheat the innocent and gullible people like aggrieved applicant Keshav Prasad Singh by the corrupt public functionaries in the state of Uttar Pradesh so need of the hour is to take harsh steps against such corrupt public functionaries through proper course of action.
