Even information sought under R.T.I. Act is not being provided by public functionaries?

Whether corruption in the system is so rampant that even information sought under Right to Information Act 2005 will not be provided by public functionary like D.M. Allahabad ipso facto obvious from the available details.

 An appeal under subsection 1 of section 19 of Right to Information Act 2005 as public information officer concerned is not providing the sought information as sought under subsection 1 of section 6 of Right to Information Act 2005.
Subject-D. M. Allahabad is not being instrumental in providing sought information to information seekers consequently violating the provisions of Right to Information Act 2005. 
 Most revered Sir –Your applicant invites the kind attention of Hon’ble Sir with due respect to following submissions as follows.
1-It is submitted before the Hon’ble Sir that you Hon’ble Sir may take a glance at the attached document with this representation as the first page of the attached document is R.T.I. Communique of your appellant dated 04/10/2017 addressed to D.M. Allahabad through which your appellant sought information on twelve points from public information officer concerned. 
2-It is submitted before the Hon’ble Sir that according to subsection 1 of section  7 of Right to Information Act 2005, public information officer concerned had to provide the sought information within stipulated time of 30 days from the date of receipt of R.T. I. Communique by office but here D.M. Allahabad showed the reluctant approach towards the august act provided by our government in the hand of citizenry to fight against the rampant corruption in the system.  
3-It is submitted before the Hon’ble Sir that undoubtedly D. M. Allahabad is the nodal officer as well as First Appellate authority under Right to Information Act 2005 but his lackadaisical approach towards the provisions of Right to Information Act 2005 is itself the reflection of his ineffectual presence in such a precious office of the district. 
THE RIGHT TO INFORMATION ACT, 2005 No. 22 OF 2005 [15th June, 2005.1 An Act to provide for setting out the practical regime of right to information for citizens to secure access to information under the control of public authorities, in order to promote transparency and accountability in the working of every public authority, the constitution of a Central Information Commission and State Information Commissions and for matters connected therewith or incidental thereto. 
  This is a humble request of your applicant to you Hon’ble Sir that how can it be justified to withhold public services arbitrarily and promote anarchy, lawlessness, and chaos in an arbitrary manner by making the mockery of law of land? This is need of the hour to take harsh steps against the wrongdoer in order to win the confidence of citizenry and strengthen the democratic values for healthy and prosperous democracy. Hon’ble Sir that undoubtedly D. M. Allahabad is the nodal officer as well as First Appellate authority under Right to Information Act 2005 but his lackadaisical approach towards the provisions of Right to Information Act 2005 is itself the reflection of his ineffectual presence in such a precious office of the district.
