If D.M. Mirzapur is incompetent to protect the rights of consumers as chairman of district consumer protection council ,then this core responsibility may be handed over to some one else who may be efficient and competent to protect the rights of consumers. To sit on the grievances of aggrieved consumers can never be justified. D.M. Mirzapur is acting against the consumer interest by overlooking the grievances of consumers and he indirectly safeguarding and promoting the wrongdoers in order to achieve their ulterior motives.  
D.M. Mirzapur who is the chairman of district consumer protection council forwarded the following grievance to consumer court Mirzapur but they returned back . Whether this is not cryptic dealing.

With due respect your applicant wants to draw the kind attention of the Hon’ble Sir to the following submissions as follows.
1-It is submitted before the Hon’ble Sir that your applicant sent the following e-mail to government of Uttar Pradesh and others and chief minister office forwarded this representation to D.M. Mirzapur for appropriate action.
Please direct D.M. Mirzapur to be instrumental in protecting the rights of consumers instead of overlooking the grievances.

Prayer-Software to delete the memory of printer be made available to your applicant and Process adopted by D.M. Mirzapur as chairman of district consumer protection council is cryptic and against the spirit of provisions of consumer protection act .
With due respect your appellant wants to draw the kind attention of the Hon’ble Sir to the following submissions as follows.
1-It is submitted before the Hon’ble Sir that
Whether it is justified that EPSON company sold the printer to your applicant but software to delete the memory of the printer still in the possession of company and company staff fixes the memory so it is filled after 2000 scan/prints and then printer’s function is automatically stopped . Now purchaser requests the service centre staff times and again if printer is under warranty ,then they delete the memory and printer functions as usual but if the printer is not under warranty ,then they charge Rs.700 to delete the memory. Hon’ble Sir whether this act of company is justified.
2-It is submitted before the Hon’ble Sir that D.M. Mirzapur is the chairman of district consumer protection council but the forwarded grievance by him of your applicant was returned back to him by consumer court  that he may issue notice to concerned itself.  Thereafter D. M. Mirzapur is taking rest in the name of work load. Whether in this our public functionaries are supporting the wrongdoings of big fishes .
3-It is submitted before the Hon’ble Sir that this application/petition of your applicant is based on the recourse of following august act-
After including the amendments made vide the Consumer Protection (Amendment) Act,
2002 [62 of 2002] which was passed by Rajya Sabha on 11.4.2002, Lok Sabha on
30.7.2002{with some amendments} and again by Rajya Sabha on 22.11.2002 and the
President of India gave assent on 17. 12.2002 and the notification was issue on
18.12.2002.The provisions of the Act are being brought into force w.e.f. 15.3.2003.

An Act to provide for better protection of the interests of consumers and for that purpose
to make provision for the establishment of consumer councils and other authorities for the
settlement of consumers’ disputes and for matters connected therewith.
4-It is submitted before the Hon’ble Sir that D. M. Mirzapur can’t avoid its accountability as a chairman of District consumer protection counsel. He must be instrumental in seeking justice and protecting the consumer interest of citizenry.
8A. (1) The State Government shall establish for every district, by notification, a
council to be known as the District Consumer Protection Council with effect from
such date as it may specify in such notification.
(2) The District Consumer Protection Council (hereinafter referred to as the
District Council) shall consist of the following members, namely:—
(a) the Collector of the district (by whatever name called), who shall be its
Chairman; and
(b) such number of other official and non-official members representing such
interests as may be prescribed by the State Government.
(3) The District Council shall meet as and when necessary but not less than two
meetings shall be held every year.
(4) The District Council shall meet at such time and place within the district as
the Chairman may think fit and shall observe such procedure in regard to the
transaction of its business as may be prescribed by the State Government.
8B. The objects of every District Council shall be to promote and protect within the
district the rights of the consumers laid down in clauses (a) to (f) of section 6.
5-It is submitted before the Hon’ble Sir that matter is concerned with the EPSON company and others and large scale violation of consumers rights which is amenable if D. M. Mirzapur considers the matter seriously as head office of erring company is located at

This is humble request of your appellant to you Hon’ble Sir that It can never be justified to overlook  the rights of citizenry by delivering services in arbitrary manner by floating all set up norms. This is sheer mismanagement which is encouraging wrongdoers to reap benefit of loopholes in system and depriving poor citizens from right to justice. Therefore it is need of hour to take concrete steps in order to curb grown anarchy in the system. For this your appellant shall ever pray you Hon’ble Sir.
