प्रार्थी द्वारा विन्दु १ में चाही सूचना यह है की मिर्ज़ापुर में कार्यरत अवर अभियंताओं के कार्यक्षेत्र का विवरण उपलब्ध कराये
आप द्वारा किसी भी अवर अभियंता का कोई विवरण उपलब्ध नहीं कराया गया है
प्रार्थी द्वारा विन्दु दो मांगी गई सूचना यह है की अवर अभियंताओं के मिर्ज़ापुर में पोस्टिंग की तिथि और उनके प्रभार का विवरण अपने निर्जापुर प्रखंड का नाम ले कर सूचना देने से इंकार किया है
प्रार्थी द्वारा विन्दु ३ में चाही सूचना यह है की अवर अभियंता अशोक कुमार शुक्ला के मिर्ज़ापुर के पोस्टिंग का विवरण और यदि उनका अन्यत्र स्थानांतरण हो गया है तो स्थानांतरण का विवरण उपलब्ध कराये किन्तु आपने वांछित सूचना देने से इंकार कर दिया और आधार यह दिया की वर्तमान में अशोक कुमार शुक्ला नाम का कोई अवर अभियंता कार्यरत नहीं है
श्री मान जी इस अपीली प्राथना पत्र के साथ संलग्न दस्तावेज का प्रथम पेज खंड विकास अधिकारी छानबे मिर्ज़ापुर का जिलाधिकारी मिर्ज़ापुर को सम्बोधित पत्र दिनांक ३१/०८/२०१८ है जिसके अनुसार अशोक कुमार शुक्ला अवर अभियंता ग्रामीण सचिव अभियंता ने अपनी आख्या प्रस्तुत की है जिसका विवरण उस पत्र में है अर्थात उनका आप पोस्टिंग और स्थानांतरण विवरण उपलब्ध कराने से भाग रहे है
प्रार्थी द्वारा विन्दु ४ मांगी गई सूचना यह है की स्वयं सूचना का प्रकाशन धारा ४ उपधारा १ बी जनसूचना अधिकार २००५ के तहत फिर आपने भ्रमित किया आपने कहा वेबसाइट से विवरण प्राप्त हो सकता है किन्तु आपने उस वेबसाइट का नाम नहीं बताया जहा मिर्ज़ापुर में पोस्टेड अवर अभियंताओं के कार्य क्षेत्र का विवरण हो साथ ही मिजापुर विभाग का डिटेल उपलब्ध हो
विन्दु पांच की भी सूचना आपने इस बात पर देने से इंकार कर दिया की प्रकरण का सम्बन्ध मिर्ज़ापुर प्रभाग से है
महोदय आप को अवगत कराना है की समस्त सूचनाए मिर्ज़ापुर प्रभाग से सम्बंधित है किन्तु अभी तक वांछित है किन्तु प्रथम अपीली अधिकारी को कुछ समझ में ही नहीं आया सोचिये ऐसे ऐसे अयोग्य अधिकारी भरे पड़े है
यह भ्रष्टाचार निदेशक स्तर से है इसलिए अपील का निस्तारण भ्रामक सूचना दे कर किया गया जब की अपील पर सम्बंधित जन सूचना अधिकारिओं को निर्देशित किया जाता है सूचना देने के लिए किन्तु प्रथम अपीली अधिकारी ने ऐसा कुछ नहीं किया है

Why are they running away from providing information concerned with the transfer and posting? What was the need to formulate new transfer policy? Whether the motive of government is to mislead the people only which is quite obvious from its sceptic working style.
What is RTI?
RTI stands for Right to Information. Right to Information is a part of fundamental rights under Article 19(1) of the Constitution. Article 19 (1) says that every citizen has freedom of speech and expression. As early as in 1976, the Supreme Court said in the case of Raj Narain vs State of UP, that people cannot speak or express themselves unless they know. Therefore, right to information is embedded in article 19. In the same case, Supreme Court further said that India is a democracy. People are the masters. Therefore, the masters have a right to know how the governments, meant to serve them, are functioning. Further, every citizen pays taxes.
I wanted to submit an appeal under subsection 1 of section 19 of the Right to Information Act 2005 in Hindi as your subordinates prefer but the website did not accept entries in Hindi. Therefore I attached the appeal in Hindi with this representation for your reference.
Here most surprising thing is that website did not accept contents of appeal in Hindi
At present time our political masters are behaving like elephant teeth on the public platform they behave whatever they do not do but behind a screen there is corrupt behaviour on the part of them which is reflected in the working of our public authorities and the public offices as there is rampant corruption in our public offices they are not interested to provide single information to the information seekers as they know that if they will provide the information they may be exposed in the public domain.
