Subject-Violation of not only subsection 1 of section 7 of Right to Information Act 2005 but also sheer disrespect and contempt to the order of central information commission by the CPIOs of public authority state bank of India.
With due respect your appellant wants to draw the kind attention of the Hon’ble Sir to the following submissions as follows.
1-It is submitted before the Hon’ble Sir that please take a glance of first page, second page and third page  of attached document with this appeal explicitly showing that what order has been passed by the central information commission. Date of hearing 05-December-2016 but order was passed on 11-Jan-2017. Undoubtedly this order was waiting your appellant since one year.
2-It is submitted before the Hon’ble Sir that please take a glance of fourth page of attached document with this appeal explicitly showing that central public information officer of reserve bank of India through communication dated 13-Feb-2017 transferred the R.T.I. communiqué dated 07-02-2016 to  central public information officer of state bank of India.
3-It is submitted before the Hon’ble Sir that please take a glance of fifth page of attached document with this appeal i.e. communication dated 04-March-2017 explicitly showing that how central public information officer RTI transferred the letter of your appellant dated 13-02-2017 to CPIO ,CRPD ,State Bank of India AS matter was closely connected with their functions .
4-It is submitted before the Hon’ble Sir that please take a glance of sixth and seventh page of attached document with this appeal i.e. communication dated 18-03-2017 of branch manager in the form of notice as your appellant not adhering the set up norms according to them and also e-mail communication dated 18/03/2017 of CM (Admin) RBO-II, A O Varanasi. Whether it is mere coincidence or deliberate attempt to suppress the voice of your appellant against large scale MASS irregularity in the S.B.I.
5-It is submitted before the all accountable public functionaries of government of India that reserve bank of India is regulatory body of banking institutions in India and your applicant sought information as please provide reason and regulations in regard to disproportionate charging of commission by state bank of India from the poor students in the name of collection of fee as fee structure is followed.
1-For collection of Rs.50 , service charges levied on poor students  Rs.57 i.e. More than the collection amount.
2-For collection of Rs.100 , service charges levied on poor students   Rs.57  .
3-For collection of Rs.200 , service charges levied on poor students   Rs.57  .
4-For collection of Rs.300 , service charges levied on poor students   Rs.57  .
CPIO , reserve bank of India did not make available any information and during the hearing on 5-Dec-2016 before the information commissioner Majula Parashar .denied the sought information on the ground that sought information is concerned with the state bank of India not reserved bank of India and when your applicant sought transfer of R.T.I. Communique under subsection 3 of section 6 of Right to Information act 2005,she disconnected the phone. Whether such behaviour of public functionaries is not cryptic. 
6-It is submitted before the Hon’ble Sir that whether it is justified that S.B.I. May charge the commission after 24 hours of transaction done and this commission/service charges may not be included in the payment receipt. Whether such dealing may be considered transparent and accountable and not opening the gate of rampant corruption.
7-It is submitted before the Hon’ble Sir that when bank has already levied the service charges even on failed transactions and didn’t refund back to account of your applicant, then how can it be law-abiding . Disposed Details of decision taken : RBO REPLIED THROUGH E-MAIL (COPY ATTACHED) TO THE COMPLAINANT THAT :” INB system deducts money only when process at bank level found complete, at platform of SBI INB used for carrying transactions. Further, Bank is not liable to reimburse charges recovered, if the transactions failed at other end say (CRPF server)
It is bitter truth that thousands of individuals do transactions through internet banking of S.B.I. in each district BUT its staffs have no grudge with any one but when your applicant pay the fee of few students ,they are so serious that from top to bottom ,they want to teach a lesson to your appellant. In the promotion of personal banking ,they are cheating the government by evassing the huge taxes as in public they levy zero service charges but after 24 hours of transaction ,they deduct arbitrarily from the account and concerned staffs of the government know that transactions made through personal banking , no service charges are levied consequently bank is earning huge profit through such cryptic transactions without paying any tax
State bank of India ,premier banking institution of government of India having blessings of accountable public functionaries of government of India and because of such blessings various departments of government of India mostly takes the services of this bank .
Most surprising is that staffs of this premier banking institution always threatens your applicant to initiate defamation suit. Here this question arises that ,why do our accountable public functionaries like very much this premier banking institution and considers it as their number one choice. It is well known truth that those buildings having strong foundations are stable otherwise demolished in shorter interval .
8-It is submitted before the Hon’ble Sir that ucanapply.com which collects the fee of Banaras Hindu university levies charges two percent on every transaction ipso facto obvious from the following transactions made.

10-It is submitted before the Hon’ble Sir that state bank of India which collects the fee joint entrance exam for Uttar Pradesh polytechnics   levies charges arbitrarily on every transaction ipso facto obvious from the following transactions made and earlier made representations .
.State bank of India levied charges Rs.11.40 on collection of fees Rs. 200.00 from students as obvious from the first and same collection charges levied on the collection of Rs.300.00 as obvious from the  second  transactions made but subject to note commission charged were levied latter of transactions made whether it is not cryptic dealing . Whether it is uniform fee structure.

 This is humble request of your applicant to you Hon’ble Sir that It can never be justified to overlook  the rights of citizenry by delivering services in arbitrary manner by floating all set up norms. This is sheer mismanagement which is encouraging wrongdoers to reap benefit of loopholes in system and depriving poor citizens from right to justice. Therefore it is need of hour to take concrete steps in order to curb grown anarchy in the system. For this your applicant shall ever pray you Hon’ble Sir.

  2. Most of the staffs are wrongdoers so they are frightened with the public spirited job of anti-corruption crusader.
