Hon’ble Sir,
With due respect, the kind attention of the
great respected Sir is invited in regard to following serious points as CPIO
made the mockery of the provisions Right to Information Act.
1-Yogi M. P. Singh is authorized representative of the
applicant and closed relative of the applicant as well so how the sought information
concerned with the deep-rooted corruption can be withheld on the flimsy ground
by misinterpreting the provision of Right to Information Act 2005 by the CPIO,
PMO, Government of India.
2- Here Yogi M. P. Singh is pursuing the matter in the
the interest of the applicant with the sole motive to protect the rights of the
an applicant which is being breached by the concerned public functionaries through
procrastination and cryptic dealings so his attempts are not an unwarranted invasion
on the privacy but a generous and a public-spirited approach in order to be
instrumental in providing justice to the aggrieved applicant.
3-It is submitted before the Hon’ble Sir CPIO took the recourse of subsection 1 (J) of section 8 of the Right to Information Act 2005 which quotes as follows-information
which relates to personal information the disclosure of which has no
relationship to any public activity or interest, or which would cause
an unwarranted invasion of the privacy of the individual unless the Central Public
Information Officer or the State Public Information Officer or the appellate
authority, as the case may be, is satisfied that the larger public interest
justifies the disclosure of such information: Provided that the information
which cannot be denied to the Parliament or a State Legislature shall not be
denied to any person.
On the one side of the screen, a mockery of law of land is
taking place in which law of the land requires fixation of accountability
through transparent dealings which can be achieved only through august act i.e.
Right to Information Act 2005 but CPIO is acting like the inscrutable face of a
sphinx.
4-Hon’ble Sir these submissions are not the only affidavit in
regard to seeking information through Yogi M. P. Singh but also a critical viewpoint
against lawlessness and anarchy prevailed throughout the government machinery
in which legitimate proceedings are impeded through undue procrastination,
inconsistent reports based on il-logistic approaches and misinterpreting laws
of the land in an absurd way. Moreover, it is too much surprising that ipso
facto obvious that R.T.I. Communique is on behalf of the applicant by Yogi M.
P, Singh, then how can it violate the aforementioned provisions?
This
is a humble request to the F.A.A. to take action against CPIO for procrastinating
and overlooking the seriousness of the matter deliberately as from the contents
of the R.T.I. Communique, it is quite obvious that information is sought on behalf
of the pledger Dinesh Pratap Singh who is a victim of rampant corruption in
this largest democracy in the world and prime minister Mr, Narendra Modi Sir is
making efforts to curb this corruption through various platforms but not
serious about his own office. Please take the matter as urgent.

Hon’ble Prime Minister Sir, as the matter, is closely connected with the municipal corporation, Dehradoon, Uttaranchal, therefore, the matter may be forwarded to Government of Uttaranchal so that mysterious death of Babu Singh son of R.P. Singh may be uncovered or screened out. Since the Lucknow police itself performed the duty by exercising the power of the civil court by floating entire set up norms and violating the directions issued by the Lucknow bench of the High court of judicature at Allahabad grabbed the land and house of the aggrieved applicant by colluding with the opposition so they are hatching a conspiracy to show that Babu Singh is dead, on the paper as they are not providing any clarification in the matter as well as supportive pieces of evidence in regard to the impugned claim. Which is quite obvious from the attached document to the grievance which must be perused by the Hon’ble Sir. Since public authority, municipal corporation, Dehradoon, Uttaranchal is having the record of cremation or burial whatever may be so in the interest of justice it would be expedient to seek the report of concerned public authority belonging the government of Uttaranchal.
According to the report of Manoj Kumar Sub-inspector Police station, Ashiyana District Lucknow dated 07 June 2019, Babu Singh Son of R. P. Singh died on 11 May 2019 at Dehradun in Uttarakhand but circle officer Cantt Mr Durgesh Kumar Singh making claims differently. According to the report submitted by the aforementioned circle officer dated 04 Sept 2019, Babu Singh Son Of R. P. Singh died on 12 April 2019 at Dehradun in Uttarakhand moreover according to circle officer aforementioned Registrar, death and birth, Municipal corporation, Dehradun issued death certificate on 24/06/2019. Whose claim is authenticated, can only be explained senior rank officers of the department by throwing more light on the issue? Whether it is not a cryptic style of the dealing and contrary viewpoints are not making the matter more mysterious and reports incredible as well Carelessness in the investigation of the police sub-inspector Manoj Kumar submitted to the concerned circle officer. Whether it is not ridiculous that police of the capital Lucknow wants to close the Pandora box concerned with the land and house grabbing of the aggrieved applicant by Land Mafia who perpetrated this crime by taking station officer posted at that time in the concerned police station not only under good faith but also colluding with him As the concerned police officer not only terrorised the applicant and his family but also implicated them under false cases which are reflection of lawlessness and anarchy in the department of the police. Sir, Ms Tanu Upadhyay, a predecessor of aforementioned circle officer, submitted in its report that Babu Singh died in the month of the May 2019 at Dehradun in Uttarakhand which is quite obvious from his attached report dated 20 June 2019 submitted on the Jansunwai portal of the government of Uttar Pradesh also attached to the grievance. Police sub-inspector Manoj Kumar subsequently in its report dated 13/07/2019 again accepted that Babu Singh died in the month of the May 2019. What is the credibility of the police reports submitted on the august portal Jansunwai portal of the government of Uttar Pradesh?
