An appeal under subsection 3 of section 19 of Right to Information Act 2005 is being filed before central information commission as follows-

3-First appellate authority detail is not available on the website as well as not made available by the CPIOs concerned.
Subject-CPIO didn’t provide even a single point information by taking recourse of flimsy ground consequently Hon’ble Sir may be pleased to initiate action against CPIO under section 20 of Right to Information Act 2005. Both the CPIOs didn’t make available the designation and address of the first appellate authority concerned consequently committed greater crime unpardonable otherwise will set up a bad precedent in future.
The act of first appellate authority was executed in a cryptic manner by not disclosing the name and designation by the concerned which tantamount to crushing the provisions of Right to Information Act 2005 under teeth consequently disciplinary action must be taken against the concerned people of the department who showed the insolence against the authority of the act.
With great respect to revered Sir, your applicant invites the kind attention of the Hon’ble Sir to the following submissions as follows. 1-It is submitted before the Hon’ble Sir that Right to Information Act 2005 was legislated by the temple of the rulemaking body in order to promote transparency and accountability in the working of public authority but it is unfortunate that such cryptic working style of CPIOs will never be instrumental in achieving the goal of August act. In union list 66. Co-ordination and determination of standards in institutions for higher education or research and scientific and technical institutions. Hon’ble sir when the higher education is on the union list so power is vested to the central government in order to overcome the anarchy prevailed in the university MGKVP University Varanasi so why concerned are escaping from liabilities and promoting lawlessness and chaos and anarchy in the university MGKVP Varanasi?
2-It is submitted before the Hon’ble Sir that  
Sought information is as follows. In order to provide information,
MGKVP University Varanasi may be kept at core point.
1-You Hon’ble Sir make available the circular, government orders and
legislation passed in order to improve the standard of higher education
as in union list.
2-.Co-ordination and determination of standards in institutions for
higher education is central subject. If such report is available in
regard to MGKVP University Varanasi, then provide information.
3-You Hon’ble Sir may provide the feedback regarding grievance
redressal of students if facilities available in MGKVP University
Varanasi.
3-It is submitted before the Hon’ble Sir that following is the reply of concerned CPIOs.
The first respondent i.e. respondent number– 1  Smita Bidhani (CPP-II, Parliament) on 24/10/2017 replied as-
1: All concerned circulars/guidelines/notices/regulations and advisories etc. are available on the UGC website i.e. www.ugc.ac.in 
2,3: You may contact the concerned university in the matter.
Second respondent   i.e. respondent number- 2- Ritu Oberoi (PayScale) on 20/09/2017 replied as 
Such information is not available with PayScale Bureau of UGC. You may please approach the concerned University/College in this regard.   
4-It is submitted before the Hon’ble Sir that concerned CPIOs had to either provide the sought information whatever available if the matter was closely connected to other public authority, they had to transfer the R.T.I. Application under subsection 3 of section 6 of Right to Information Act 2005 for the part of information not connected to them. But here one thing is clear that concerned public authority neither itself nor wants other may provide the sought information which indicates that both are acting in caucus with other in order to promote anarchy which is resulting in the form of increased backdoor income of corrupt staffs. 
5-It is submitted before the Hon’ble Sir that ipso facto obvious that Higher education is included in the union list consequently in order to maintain the standard of higher education steps are taken in order to upgrade the standard and concerned department implements it. It unfortunate that monitoring body escaping from its liabilities by not providing sought information and most surprising is that instead of paving the way creating a stumbling block in providing sought information.

Hon’ble Sir that ipso facto obvious that Higher education is included in the union list consequently in order to maintain the standard of higher education steps are taken in order to upgrade the standard and concerned department implements it. It unfortunate that monitoring body escaping from its liabilities by not providing sought information and most surprising is that instead of paving the way creating a stumbling block in providing sought information.
