Law order machinery has failed in the state of Uttar Pradesh because of rampant corruption in the public offices. 

An application under subsection 3 of section 19 of the Right to Information Act 2005 as the information sought was not made available by the concerned state public information officer.

D.M. Prayag Raj did not provide information to the applicant /information seeker.

Here, role of D.M. Allahabad/Prayagraj is quite cryptic and full of corruption quite obvious from his working style. It may be he had no knowledge of the provisions of the Right to Information Act but he had to regard the communication of the commissioner Prayagraj.

Following is the denial of sought information which is a violation of subsection 3 of section 6 of the Right to Information Act 2005 as well as subsection 1 of section 7 of Right to Information Act 2005. It seems that they have crushed the provisions of Right to Information Act 2005 because of incompetency of the people dealing with it.

Cryptic dealings are not allowed under the transparency act. Sir, you have physically transferred the matter under subsection 3 of section 6 of the Right to Information Act 2005 quite obvious from the available status which states as to where an application is made to a public authority requesting for an information-1-which is held by another public authority; or 2- the subject matter of which is more closely connected with the functions of another public authority, the public authority, to which such application is made, shall transfer the application or such part of it as may be appropriate to other public authority and inform the applicant immediately about such transfer: Request for obtaining information. Provided that the transfer of an application according to this subsection shall be made as soon as practicable but in no case later than five days from the date of receipt of the application. Sir, you transferred the matter to other public authority on 15 July 2020 and application received in the office of PIO which means commissioner concerned on 03 June 2020 which is a violation of subsection 3 of section 6 of Right to Information Act 2005.

Why concerned public information officers are running away from providing the following information concerned with development carried out by village panchayat concerned?

When they are reluctant to comply the provisions of the Right to Information Act 2005 i.e. anti constitution approach then how can they provide sought information to the information seeker? According to commissioner Prayagraj, Your Appeal is that NO Response within the Time Limit. Answer is that Due to inactiveness of Online RTI. DM Prayagraj is not active in RTI portal. AT last your RTI request is physically transferred.
If communique can be transferred on 15-July likewise it could be transferred earlier.

Right to information act 2005 was brought up by the Government of India during the regime of the Congress to promote the transparency and accountability in the government officers to curb the growing corruption in the government machinery but during the regime of Modi government the provisions of the transparency act was so diluted that now a days no information is being provided under right to information act 2005.

Right to information act 2005 was brought up to curb the corruption from the government machinery but it seems that rampant corruption in the government machinery has curbed the right to information act 2005.the condition is so deteriorated that not a single application under right to information act 2005 is being entertained by the concerned public information officers in the departments of the Government of Uttar Pradesh.
