A person, who desires to obtain any information under this Act, shall make a request in writing or through electronic means in English or Hindi or in the official language of the area in which the application is being made, accompanying such fee as may be prescribed, to— |

(a) | the Central Public Information Officer or State Public Information Officer, as the case may be, of the concerned public authority; | |||
(b) | the Central Assistant Public Information Officer or State Assistant Public Information Officer, as the case may be,
specifying the particulars of the information sought by him or her: Provided that where such request cannot be made in writing, the Central Public Information Officer or State Public Information Officer, as the case may be, shall render all reasonable assistance to the person making the request orally to reduce the same in writing. |

(2) |
An applicant making request for information shall not be required to give any reason for requesting the information or any other personal details except those that may be necessary for contacting him. |

(3) | Where an application is made to a public authority requesting for an information,— | |||
(i) | which is held by another public authority; or | |||
(ii) | the subject matter of which is more closely connected with the functions of another public authority,
the public authority, to which such application is made, shall transfer the application or such part of it as may be appropriate to that other public authority and inform the applicant immediately about such transfer: Provided that the transfer of an application pursuant to this sub-section shall be made as soon as practicable but in no case later than five days from the date of receipt of the application. |

Subject to the proviso to sub-section (2) of section 5 or the proviso to sub-section (3) of section 6, the Central Public Information Officer or State Public Information Officer, as the case may be, on receipt of a request under section 6 shall, as expeditiously as possible, and in any case within thirty days of the receipt of the request, either provide the information on payment of such fee as may be prescribed or reject the request for any of the reasons specified in sections 8 and 9: |

Subject-Article 32, the constitution of India, right to Justice but this right is not reaching to citizens of this country because of rampant corruption in the government machinery. Whether the remedy is available to only those whose e-mail is digitally signed? Whether it is really apex court of India which took action on postcards and envelops? It seems that those things written in books are not the ground reality of our society as every truth is censored in this largest democracy in the world.
Prayer-Please, ensure the refund of Rs.5000 extorted by the government of Uttar Pradesh from the B. Ed. Aspirants applied for counselling on the large scale in the name of admission fee but not refunded when admission was not taken by them even when numerous representations were submitted by them for a refund of advance taken a fee for admission. When the counselling fee is the only Rs.750, then why Rs.5000 was additionally charged from the poor vulnerable students. The matter is concerned with the deep-rooted corruption but no accountable public functionaries are taking seriously it. Whether education is promoted in this way in this largest democracy in the world?

After five months of procrastination, a reply of Government of Uttar Pradesh is as follows-
Coordinator B.ed. Entrance Exam ki aakhya ke anupalan me aapko avagat karana he ki abhyarthi ko college allot ho chuka he jis karan agrim shulk wapasi yogya nahi he.
Sir whether coordinator is a rulemaking body or Judge of High court or supreme court? Whether such draconian rules can be allowed which may deprive poor students on the large scale from the hard-earned money of his / her parents arbitrarily and this fund may reach into the pockets of the corrupt public functionaries indirectly?
Most revered Sir –Your applicant invites the kind attention of Hon’ble Sir with due respect to the following submissions as follows.
1-It is submitted before the Hon’ble Sir that 51A. Fundamental duties It shall be the duty of every citizen of India (a) to abide by the Constitution and respect its ideals and institutions, the National Flag and the National Anthem;(h) to develop the scientific temper, humanism and the spirit of inquiry and reform;
(i) to safeguard public property and to abjure violence;
(j) to strive towards excellence in all spheres of individual and collective activity so that the nation constantly rises to higher levels of endeavour and achievement.
2-It is submitted before the Hon’ble Sir that after many months passed and numerous representations submitted before the Government of Uttar Pradesh, an arbitrary reply was submitted by the coordinator of exam conducting body in the following grievance.

Every coin has two sides likewise each decision /act consists of two aspects i.e. Positive and negative aspect and which aspect accepted depends on the mentality of an actor. An actor who accepts positive aspect inculcate good virtues and becomes great that is why it is rightly said that man is great by his deeds and character nothing else.
6-It is submitted before the Hon’ble Sir that Greek philosophers such as Plato and Aristotle around 350 BC. Plato wrote: “Where the law is subject to some other authority and has none of its own, the collapse of the state, in my view, is not far off; but if law is the master of the government and the government is its slave, then the situation is full of promise and men enjoy all the blessings that the gods shower on a state”. Likewise, Aristotle also endorsed the concept of Rule of law by writing that “law should govern and those in power should be servants of the laws.”
This is a humble request of your appellant to you Hon’ble Sir that how can it be justified to withhold public services arbitrarily and promote anarchy, lawlessness and chaos in an arbitrary manner by making the mockery of law of land? There is need of the hour to take harsh steps against the wrongdoer in order to win the confidence of citizenry and strengthen the democratic values for healthy and prosperous democracy. For this, your appellant shall ever pray you, Hon’ble Sir.

When you have extorted money from the B.Ed. aspirants / students then why are you not refunding on the flimsy ground?

Undoubtedly matter is sensitive as concerned with the advanced admission fees taken from the B.Ed aspirants by the government of Uttar Pradesh but when the students denied to take admission then advance money taken as admission fee was not returned by them and if the Chief Minister Office forwarded the matter to its ministry in order to provide the information then it may be considered as an accomplishment on the part of poor students as there is chance to be returned back of advanced paid fee for admission.
