Subject-Incomplete information was made available by CPIO through its action dated: 21/07/2017 and without taking the perusal of attached documents he alleged presumption in the matter concerned with the serious allegations of corruption. The act of CPIO is ultra vires to Right to Information Act 2005 so consequently, be subjected to scrutiny under section 20 of Right to Information Act 2005.

With great respect to revered Sir, your applicant invites the kind attention of the Hon’ble Sir to the following submissions as follows. 1-It is submitted before the Hon’ble Sir that Right to Information Act 2005 was legislated by the temple of the rulemaking body in order to promote transparency and accountability in the working of public authority but it is unfortunate that such cryptic working style of CPIO will never be instrumental in achieving the goal of August act. Since point 2 is concerned with rampant corruption causing thousands of genuine beneficiaries deprived of public aid and diversion of this fund to corrupt staffs so doesn’t want to touch this point and taking the recourse of flimsy ground.

2-It is submitted before the Hon’ble Sir that under subsection 1 d of section 4 of Right to Information Act 2005, it shall be obligation of every public authority to provide the reasons for its action/ decision to parties concerned. How sought information under point 2 is a presumption of your appellant if supporting documents are attached with the R.T.I. Communiqué?

3-It is submitted before the Hon’ble Sir that here this question arises that why those have Aadhaar card being deprived of the subsidy by taking the recourse of circular attached circular with appeal which shows that staffs of Indian Oil Corporation Limited are acting against the spirit of circular which ipso facto aims to curb corruption from the system not to deprive those who are entitled to subsidy in a cryptic manner?

4-It is submitted before the Hon’ble Sir that Description of Information Sought

1-Please make available guidelines of ministry of petroleum and natural gas which make Aadhar mandatory to avail LPG subsidy after 30/11/2016.

2-Please make available detail of body of petroleum and natural gas passed aforesaid guideline deprived thousands of beneficiaries of rural area of LPG subsidy from subsidised gas cylinders through gas agencies and staffs of Indian Oil Corporation Limited.

Prayer-CPIO didn’t comply the provisions of Right to  Information Act 2005 and denied the sought information in a cryptic manner. Since the sought information was denied in willful and deliberate manner so pecuniary penalty may be sanctioned on him as prescribed under section 20 of Right to  Information Act 2005 with time-bound compliance of the order so that others may not be promoted to indulge in such unethical and illegal practice which may promote the rampant corruption in the working of public authority Indian Oil Corporation Limited. First appellate authority instead of being instrumental in providing the sought information tried to shield the illegal work of CPIO by shifting the focus on an unproductive issue so that wrongdoing of the staffs concerned may be concealed.Therefore concerned public authority may be directed to take disciplinary action against First appellate authority.

2-It is submitted before the Hon’ble Sir that Whether CPIO concerned AMIT SRIVASTAVA, Phone: 0522-2305724 doesn’t understand the contents of R.T.I. Application or such cryptic denial of sought information is his well-planned strategy. Undoubtedly aforementioned CPIO doesn’t want to disclose the information ipso facto obvious from the mysterious dealings of the staffs concerned and dealing strategy of CPIO itself. Whatever supporting document is attached to the R.T.I. Application is attached to this representation for competent authorities to take perusal so that may understand that how the public authority Indian Oil Corporation Limited is concealing the sought information in order to shield wrongdoers.
3-It is submitted before the Hon’ble Sir that  Sought information is as follows-
