Why the speed post delivery was not made within 12 days ipso facto obvious from SMS of the cooncerned?

An application under article 51 (a) of the constitution of India.
Think about the gravity of the situation that on the one side of the screen department is claiming delivery of speed post articles within one week from the date of booking of the speed post but here near about two weeks passed but delivery was not made to account holder of Kiyosk cum state bank of India.
The matter is concerned with the Preeti Singh D/O Mr. Shiv Bahadur Singh C/O Yogi M. P. Singh Mohalla-Surekapuram, Jabalpur Road, District-Mirzapur

Good governance is concerned with the working style and way of the thinking n it is utter confusion i some one thinks that only to say on public platforms and mislead the innocent and gullible  citizenry is tantamount to cheating. Here this question arises that whether publicly tell a lie and mislead citizenry is not an offence in this largest democracy in the world.

1-It is to be submitted before the Hon’ble Sir that item booked by speed registered post still not reached to the aggrieved lady. Now concerned public authority must elaborate the detail in regard to delivery of the speed registered post. 
2-It is to be submitted before the Hon’ble Sir that mismanagement of department of post is quite obvious from the fact that most of the PIN Codes written on the concerned post offices are incorrect if  they   may be verified on the ground of available feedback on the website of the department of the posts.

Hon’ble Sir when the article is out for delivery since 15/12/2018 at 10 O Clock in the morning, then why it did not reach to the aggrieved lady still ipso obvious from this grievance. An outfit self declared honest ruling in this country must meditate on this anarchy where there is no transparency and accountability in the working of the public authority. Entire dealing is cryptic and irregularities, manipulations and flaws have been made part of working style.

Whether it is not reflection of rampant corruption in the system which is not being curbed by our accountable public functionaries. Undoubtedly our senior rank officers are acting in caucus with each other. Think about the gravity of situation that they are not thinking about the country but only about their own packets such loyalty can never be justified

Now corrupt staffs of postal department is saying that speed post was delivered to Manager State Bank of India main branch Mirzapur. Here this question arises that when it was addressed to Preeti Singh Mohalla-Surekapuram Mirzapur then why it was delivered to Manager,State Bank of India main branch Mirzapur.
