 Whether to close a post graduate college is the prerogative of the principal of the college? If yes, How many days a postgraduate college can remain closed?

An application under article 51 A of the constitution of India. 
स्नातकोत्तर महाविद्यालय के. बी. पी. जी. कॉलेज मिर्ज़ापुर महीनो से बंद चल रहा है कभी कोई कारण तो कभी कोई | क्या प्राचार्या को इतना अधिकार है की वह मनमाने तरीके से कॉलेज बंद कर दे और जिसका कोई तथ्य पुर्ण कारण नहो
Whether it is not reflecting lack of administrative skills that instead of tackling the problems of students more emphasis is made on to close the topmost prestigious college in this district which has excellent glorious past record like Home minister of this country remained the Professor in this college and former principal Mr Y.R. Tripathi of this college was appointed as the vice-chancellor of Awadh University.Various students of this college are now serving the country at the key post.  
 With great respect to revered Sir, your applicant invites the kind attention of the Honble Sir to the following submissions as follows.
1-It is submitted before the Honble Sir that matter is concerned with the principal K.B.P.G. College, Musaffer Ganj, District-Mirzapur, Uttar Pradesh. Who instead of coordinating administrative works efficiently in order to pave the way for constructive activities in the college prefers to close the college on the flimsy ground which is not only illegal but also against the public spirit and a bad game being played with the futures of our youths. 
 2-It is submitted before the Honble Sir that whether the job of principal is confined to only pecuniary matters and signature on certificates as being done in these days in this premier stalwart institution of the district Mirzapur instead of focussing on the promoting standard of education in the institution and constructive activities in the college. How can the accountable public functionaries overlook the matter concerned with the larger public interest by allowing the arbitrary action on the part of lady principal? 
  3-It is submitted before the Hon’ble Sir that there are several fees charged from the students which are arbitrarily spent by the principal of the college not subjected to scrutiny of the competent authority causes additional burden on the students and their guardians but it is unfortunate that accountable public functionaries are not paying heed to the grievances of the aggrieved. How can exploitation of students be justified by the public staff in this largest democracy in the world? 
 4-It is submitted before the Honble Sir that 51A. Fundamental duties It shall be the duty of every citizen of India (a) to abide by the Constitution and respect its ideals and institutions, the National Flag and the National Anthem;(h) to develop the scientific temper, humanism and the spirit of inquiry and reform;
(i) to safeguard public property and to abjure violence;
(j) to strive towards excellence in all spheres of individual and collective activity so that the nation constantly rises to higher levels of endeavour and achievement
.
                   
  This is a humble request of your applicant to you Hon’ble Sir that It can never be justified to overlook the rights of the citizenry by delivering services in an arbitrary manner by floating all set up norms. This is sheer mismanagement which is encouraging wrongdoers to reap the benefit of loopholes in the system and depriving poor citizens of the right to justice. Therefore it is need of the hour to take concrete steps in order to curb grown anarchy in the system. For this, your applicant shall ever pray you, Hon’ble Sir.
