Prayer-To direct High court of judicature at Allahabad/Registrar General to accept Indian Postal Orders as fee under Right to Information Act 2005 as it deprives your applicant and other information seekers from right to public services and against the spirit of Right to Information Act 2005 and quash the unconstitutional order passed Registrar General on 13.7.2014.

Hon’ble Sir your applicant has paid commission to postal department which is government operated system and Registrar General of High court at Allahabad quotes in its order as-
I have gone through the entire material on record and found that appellant had not furnished the requisite fee in accordance with the rule 3 and 4 of the Allahabad High court (Right to Information) Rules 2006 ,as amended ,even after the request of CPIO made vide letter dated 11.06.2014 .The rule 4 of the Allahabad High court (Right to Information) Rules 2006 ,as amended stipulates that each application shall be accompanied by cash or draft or pay order in favour of the registrar general ,High court ,Allahabad and applicant has furnished the fee in the form of Indian Postal Order and the same is not valid instrument for the submission of fee in this public authority.
The CPIO was also required to return the Indian Postal Order of Rs. 500.00 annexed with the application dated 05.06.2014 under RTI Act 2005 read with Allahabad High court (Right to Information) Rules 2006.  The CPIO is also directed to return the Indian Postal Order of Rs.500.00 annexed with the application dated 5.6.2014 . Here this question also arises that why CPIO demanded additional amount through its cryptic letter dated 11.6.2014 ? Please take a glance of attachment with this e-mail representation.
3-It is submitted before the Hon’ble Sir that Indian postal service is the government operated postal system in India. The general public refers to the Indian postal service as ‘the post office’.The Indian postal service is the largest postal network in world with 155,000 post offices spread across all over the country. With post offices in almost every corner of the country, it helps people stay in touch irrespective of the length and breadth of the country.Indian postal service provide many facilities like- general or registered mail, parcel post, speed post, greeting post, express post, media post, e post and special courier service known as EMS-speed post. It also provides us with various financial services like international money transfer, instant money order service, money order, mutual funds. Hon’ble Sir whether High court of judicature is not creating hurdle in entertaining this public service provided by government of India to its citizens by making own draconian rule which is neither legal nor in public interest. We information seekers/public spirited are facing too much troublesome from such tyranny prevailed in the High court of judicature at Allahabad.

public service is a service which is provided by government to people living within its jurisdiction, either directly (through the public sector) or by financing provision of services. The term is associated with a social consensus (usually expressed throughdemocratic elections) that certain services should be available to all, regardless ofincome. Even where public services are neither publicly provided nor publicly financed, for social and political reasons they are usually subject to regulation going beyond that applying to most economic sectors. Public service is also a course that can be studied at a college and/or university. The public services is an agency provided by the government that work to help and provide the public, examples of public services are fire brigade, police, army, paramedics, they all have a role in protecting the public in a different way.
Whether right to public service is not being infringed by the High court of judicature at Allahabad. Whether it is not ultravires to the provisions of constitution to deprive citizenry from government services by making own arbitrary rules by a public authority whose job is to protect the rights of the citizens. Whether this income of government doesn’t form the part of consolidated fund of government through which salary of Hon’ble judges is paid.

 A service for remitting small amount of money from one place to another through Post Offices. Indian Postal Orders provide a convenient means of transmitting small sums of money by post. The Indian Postal Orders are available in all the Post Offices across India.
UPDATE 13.02.2014: Department of Posts has launched the eIPO facility for paying RTI application fees. eIPO or Electronic Indian Postal Order (launched by the Department of Posts, Ministry of Communications & IT, Government of India on 13th Feb 2014), is a facility to purchase an Indian Postal Order electronically by paying a fee on-line through e-Post Office Portal https://www.epostoffice.gov.in or India Post web-sitewww.indiapost.gov.in. eIPO has now been extended to Indian Citizens living in India for paying online fee for seeking information under the RTI Act, 2005. Both Debit and Credit cards of any Bank powered by Visa/Master can be used for this purpose.

Whether such efforts of Government would bring up any fruitful  result if its own organs itself will create obstacle in the path reaching to needy. I don’t think such public spirited approach of government will achieve its goal in such tyranny where own made rule is preferred even when that may not be in public interest.
                              This is humble request to Registrar of Supreme court of India not to decide the fate of this public interest litigation in the name of technical lacunae and procedural lapse as law of land is supreme which violations must be curbed at any cost. For this your applicant shall ever pray you Hon’ble Sir.

  1. जज ने सीना छुआ और सलवार उतारने को कहा… गोंडा ज़िले में दो लड़कियों ने पुलिस में शिकायत दर्ज कराई है कि एक जज ने अपने चैंबर में उनके साथ छेड़छाड़ की. पीड़ित लड़कियों में से एक की उम्र तेरह साल है, और दूसरी की इक्कीस साल. दोनों अलग-अलग परिवारों से हैं और दोनों के साथ यह घटना एक ही दिन पर अलग समय पर हुई. एक लड़की का आरोप है कि जज ने उससे शॉल हटाकर कपड़े उतारने को कहा, जिससे वह उसकी उम्र का पता लगा सके.
    लड़की ने अपने बयान में कहा है कि इसके बाद जज ने उसका सीना छुआ और सलवार उतारने को कहा. इस पर लड़की रोने लगी और कहा कि यह सब मुझसे नही होगा. दूसरी लड़की ने भी इसी तरह का बयान दिया है. उसका कहना है कि जज ने कपड़े न उतारने पर गलत बयान लिखने की धमकी भी दी. अतिरिक्त पुलिस महा निदेशक अरुण कुमार का कहना है कि चूँकि यह शिकायत जज के अपनी अदालत के कार्य से सम्बन्धित है. इसलिए पुलिस ने मुकदमा सीधे मुकदमा दर्ज करने के बजाय जिला जज के अलावा हाईकोर्ट के रजिस्ट्रार जनरल को भी शिकायत भेज दी है.
    पता चला है कि गृह विभाग ने इलाहाबाद हाईकोर्ट के चीफ जस्टिस के कार्यालय को भी पूरी जानकारी भेज दी है और उनके रुख का इन्तजार किया जा रहा है.
