Apex court of India took cognizance of the following matter as concerned with human rights violations

Whether crime graph in the government of ongoing incumbent is lowering down if not why?

Subject-Undoubtedly to curb crime is not a tough job but it 
requires honest implementation of the direction of the 
government instead of putting into the dust bin.Even rape 
victims are so traumatized by the concerned staffs of the 
government that they have no option except to commit suicide.
  With great respect to revered Sir, your applicant invites the kind 
attention of the Hon’ble Sir to the following submissions as follows.
1-It is submitted before the Hon’ble Sir that matter is concerned 
with the suicide of an adolescent girl of village –Dumariya of Ramgarh
, District-Sonebhadra under police station – Rampur Barkoniya. 
Aforementioned 17 years old girl student was abducted on 10-June 
by the
alleged

rapists as informed to police by the father of rape victim. Station officer concerned didn’t lodge F.I.R. and
after procrastination of one month and under the pressure of senior rank officers, station officer Satyendra
 Kumar registered F.I.R. against few people charging them with alleged rape and abduction on 11-July and
on 27-July police concerned detained two main accused along with rape victim.

Whether we had learnt a lesson from the set of earlier same 
tragic incidences took place in our society. Hon’ble Sir a 
criminal can never be the friend of anyone if he will get a 
chance, he will never miss the chance and anyone can be easy
 prey in their hands.

It is submitted before the Hon’ble Sir that 

it is well-known fact of criminal jurisprudence that in order to curb 
any kind of  crime from our society, there must be fear of penal 
action in the mind of perpetrators but think about the gravity of the 
situation that in this largest populous state of this largest 
democratic republic in the world that how the pieces of evidence are
 subverted and public functionaries accountable remain, mute 
spectators.


4-It is submitted before the Hon’ble Sir that on one side of screen 
our public functionaries claims to be friends of a poor and 
downtrodden section and for them, several schemes are launched 
but it is unfortunate that because of rampant corruption in the 
government machinery such public aids are not reaching to needy. 
Here this question arises that whether corrupt activities can be 
allowed to play the game with the life of innocent children who got 
ill as the poisonous meal was served to them by the staffs of the
 government.














































Most surprising is that these children were early discharged from the hospital 
without proper cure in order to avoid to be exposed before the public.
 Whether it is an acceptable treatment of public functionaries in a 
democratic republic as allowed in this largest state? Such practice is
 continued when a peon of the government is drawing salary four 
times the per month income of a common people of this country. 
We all are frustrated and somehow arrange two square meal for 
our family members and half of the population is on the verge of 
hunger. 
                     

This is a humble request of your applicant to you Hon’ble Sir that
 it can never be justified to overlook the rights of the citizenry by 
delivering services in an arbitrary manner by floating all set up norms. 
This is sheer mismanagement which is encouraging wrongdoers to reap
 the benefit of loopholes in the system and depriving poor citizens of 
the right to justice. Therefore it is need of the hour to take
concrete steps in order to curb grown anarchy in the system. For this, your
applicant shall ever pray you, Hon’ble Sir.
